2009-10 Recompute Formula 2009-10 Start-Up Formula
Each year the Illinois Student Assistance Commission (ISAC) is responsible for adopting an allocation formula for the Monetary Award Program (MAP). In January, the Commission acts on a "start-up" formula that is used to begin making award announcements for students applying for the upcoming fall term. Typically, once the Governor and General Assembly take final action on the budget, the Commission revisits the formula in June or July and takes action to approve a "recompute" formula.
Unless otherwise noted, all calculations should be rounded to the nearest whole dollar upward from .500 and downward from .499. As a reminder, students who have been paid for 75 or more MAP Paid Credit Hours must attain junior status for MAP grant eligibility to resume. Students who have been paid for 135 or more MAP Paid Credit Hours are not eligible for MAP.
2009-10 Recompute Formula
The fiscal year 2010 (FY2010) budget that was passed in July 2009 provided a funding level for the Monetary Award Program (MAP) that would cover tuition and mandatory fee expenses for only the first half of the 2009-10 academic year. Subsequently, legislation passed by the General Assembly and signed into law by the governor in October 2009 appropriates an additional $205 million to ISAC to restore MAP funding for the remainder of the academic year for those eligible applicants whose initial 2009-10 Free Application for Federal Student Aid (FAFSA) was received by the federal processor on or before May 14, 2009
2009-10 MAP Awards
The 2009-10 Monetary Award Program (MAP) full award amounts (including second and third terms) have been restored in MAPnet, and are reflected on all applicable MAPnet screens and on the Eligibility Status File (ESF). Refer to the December 22nd e-Message for clarification regarding the status of funding for the 2009-10 second and third term MAP payments.
2009-10 IIA Program Awards
Based on the FY2010 state budget, students who are eligible for the 2009-10 IIA Program will receive $250 for the fall term only. All data will display in MAPnet in the usual manner.

- Budget
- Use 2003-2004 reported tuition and fees at all institutions, assessed at 100 percent at all institutions.
- Use one living allowance for all applicants, set to $4,875.
- Resources
- Use 80 percent of Pell Grant eligibility as determined by the 2003-2004 Pell Grant Payment Schedule, which contains a $4,050 maximum.
- Calculate the ISAC adjusted EFC by inflating the Federal EFC.

- Use a minimum self-help expectation of $1,800 for all students.
- Award Amount
- Set the maximum award equal to the lesser of $4,968 or the tuition and mandatory fees specified in the budget. Set the minimum award to $300; round maximum eligibility in $150 increments to calculate partial awards.
The recompute annual full-time award will be one-half the announced start-up full-time award (rounded to the nearest dollar)
- Applicants with an EFC of $9,000 or above are not eligible.
- Reduce annual awards by the amount necessary to remain within the appropriation given the expected number of MAP recipients with applications received prior to the May 15 suspense date. Annual awards will be front-loaded.
- For student attending semester schools, all available dollars will be announced for the first (fall) semester. The second (spring) semester award will be $0.
- For students attending quarter schools, the first quarter award will be the same as was announced at start-up, the second quarter award will be the difference between the recompute annual full-time award and the first quarter award, and the third quarter award will be $0. Term awards must be prorated based on actual enrollment.
- Students who have used 75 or more MAP paid credit hours must be a junior or senior to be eligible for MAP. Students who have used 135 or more MAP paid credit hours are not eligible for MAP.
2009-10 Start-Up Formula
On January 30 2009, the ISAC Commissioners approved the 2009-10 (FY20010) MAP start-up formula, which is the same as the 2008-09 (FY2009) recompute formula. The maximum annual award amount for a MAP grant in 2009-10 is $4,968.
