2008-09 MAP Recompute 2008-09 On June 27, 2008, the ISAC Commissioners approved the 2008-09 (FY2009) MAP Recompute Formula, which retains the FY2009 start-up formula if MAP receives level funding. If MAP is appropriated an additional $18 million, the 2004-05 tuition and mandatory fees will be incorporated into the FY2009 MAP formula. Details of the FY2009 MAP Recompute Formula can be found in the June 27, 2008 Agenda Book (Item 12). ISAC anticipates that the 2008-09 MAPnet system will reflect necessary system changes on July 8, 2008. Access to the The 2008-09 MAP Formula section, including the 2008-09 Hand Calculation Forms, will soon be updated to reflect "recompute". Budget Packets Available Online As announced in an April 2nd e-Message, the 2008-09 budget packets for the Monetary Award Program (MAP), the Illinois Veteran Grant (IVG) program and the Illinois National Guard (ING) Grant program are available online in both Portable Document Format (PDF) and Microsoft Word format. The Gift Assistance Programs Budget Packet allows schools participating in MAP, IVG and ING, to enter their budget information on one form. Schools that participate only in MAP will complete the Monetary Award Program Budget Packet. A completed budget packet, submitted electronically or via paper, were due to ISAC on June 1, 2008. Access budget packets, instructions and Frequently Asked Questions (FAQs) for the MAP, IVG and ING Grant programs by selecting the "Budget Reporting - MAP, IVG & ING" option from the left-margin menu of the FAA Zone Processes area. Daily processing of ISIR and eligibility status information, using the 2008-09 start-up formula, began on February 8, 2008. MAP and IIA program data can be accessed via MAPnet. As a reminder, when applying the 2008-09 start-up formula, the maximum annual award amount for a MAP grant is $4,968. The MAP and IIA areas within the Gift Assistance Programs section of the FAA Zone have been updated to include the 2008-09 MAP Formula, information regarding calculating a term award for both semester and quarter schools, guidance regarding rounding and the hand calculation forms. The updated MAPnet User Guide can be accessed within the Processes area of the FAA Zone or by clicking the "Using MAPnet" right hand menu item. The State & Federal Aid Estimator, which provides an estimate of MAP and federal aid, is available from the Calculators area within the e-Library. Refer to the Program News page regularly for up-to-date information about each program. Samples of 2008-09 acknowledgement letters that ISAC sends to students are available within the ISAC Gift Assistance Programs area, along with the MAP Rights & Responsibilities form and the IIA Information Sheet. 2008-09 MAP-ADP File Specifications The MAP-Automated Delivery Process (ADP) File Specifications have been updated for the 2008-09 processing cycle. This 160-byte file layout is pertinent to schools utilizing the file extraction features of MAPnet, or sending payment requests for MAP or the IIA Programs to ISAC via File Transfer Protocol (FTP). No changes have been made for 2008-09 processing. The 2008-09 MAP-ADP File Specifications are available within the Electronic Tools section of the e-Library. 2007-08 The FY2008 appropriation for the Monetary Award Program (MAP) is $384,799,800. Returning Amounts Owed for 2007-08 MAP and IIA As indicated in a June 5th e-Message, after all timely 2007-08 MAP and IIA claims were paid, the current appropriation balance is insufficient to cover late claims. A prompt return of funds is necessary for ISAC to determine its ability to pay MAP and IIA late claims. Therefore, reconciliation activities on your campus should be finalized as soon as possible. Payments must be reconciled on a student-by-student basis. Due to the offset process, funds should be returned to ISAC only after a final reconciliation has been completed to close-out the regular school year. Business officers are encouraged to work with staff from their institution's financial aid office in order to reconcile student awards and accounts. Letters detailing the outstanding amount that must be refunded to ISAC were mailed to financial aid directors on June 3, 2008. The amount indicated on the letter reflects the activity as of the June 2nd payment processing run. The outstanding amount due, with proper documentation, should be returned to ISAC on or before June 30, 2008. Be sure to use the current version of the Gift Assistance Check Return Form, which includes fields to specify the term(s) for which funds are being returned and is dated "4/06" in the footer. The Check Return Form and an explanation of the process, may be accessed within the Refunds and Unpaid Claims section of the Processes area in the FAA Zone. Do not send refund checks to ISAC without providing the appropriate adjustment data via MAPnet. Close-Out for 2007-08 MAP and IIA Payment Processing
The 2007-08 payment processing cycle is available via MAPnet and File Transfer Protocol (FTP) requests for the Monetary Award Program (MAP) and the Silas Purnell Illinois Incentive for Access (IIA) Program. Normal daily processing of payment requests with payment results is available to colleges as usual. The status of payments to colleges can be tracked through the State of Illinois Comptroller's Web site. Use the "Vendor Payments" area of the site at any time throughout the year to make inquiries about pending payments for MAP, IIA and ISAC's other gift assistance programs. Anticipate that it will take 6-8 weeks for funds to be issued from the State of Illinois Comptroller's Office once that office receives the voucher from ISAC. Refer to the MAP and IIA pages within the Gift Assistance area of the FAA Zone for up-to-date news and guidance about each program.
