The FY2009 appropriation for the Minority Teachers of Illinois (MTI) Scholarship is $3,100,000.

Payment

As announced in an October 28th e-Message, the first group of TESP Payment Authorization reports are available for colleges to view, print and/or save via TESP Payment Authorization in the My Zone portal. Payment Authorization reports include the students for whom the college previously submitted payment claims. TESP Payment Authorization reports are generated after payment request rosters have been submitted and voucher numbers and voucher dates have been entered into the My Zone system.

It is estimated that payment authorization reports will be available for colleges to access via TESP Payment Authorization approximately 7 to 10 days after the corresponding payment request roster has been submitted to ISAC. As a reminder, the voucher number and date on the report allows colleges to match data with TESP payments received from the Illinois State Comptroller’s Office.

Refer to the Payment Procedures for MTI and TESP at My Zone for details about the TESP payment process, instructions for completing and submitting payment request rosters to ISAC and how to view, print and save a payment results report.

Award Determination

The second round of 2008-09 Teacher Education Scholarship Programs (TESP) awarding took place on August 27, 2008. Award Notifications have been mailed to eligible students and new eligible award information, including funded or unfunded status, is available to colleges online at My Zone. You will be notified as future rounds of TESP awarding take place.

Now that TESP awards have been made on multiple dates (8/13/2008 and 8/27/2008), the filter functionality and pre-defined report that sort by "Status Date" (available within the TESP area at My Zone) may be used to help identify students that have recently been found eligible for an award. As a reminder, the "Status Date" matches the date on the student's award letter.

Refer to the Teacher Education Scholarship Program page in My Zone to learn about accessing student eligibility data using TESP Notifications to generate a report or view information online using the search, filter or sort functions. Be sure to continue completing and submitting Initial Certifications throughout the year, in order to ensure that your students will be included in any subsequent rounds of awarding that might be scheduled.

Qualification

The Qualification process runs on a nightly basis. Be sure to access the TESP Student Certifications: List at My Zone regularly to learn the qualification status of applicants from your school.

If the college certified a student as eligible for an IFTC award, the Complete column will be checked and a status code of "Q" will display in the Status column on the Student Certifications: List in My Zone. Corrections cannot be made online at My Zone after an eligible record has been qualified. Requests to correct qualifed records must be submitted to ISAC.

If the college certified a student as ineligible for an IFTC award, a Notice of Ineligibility is sent to the applicant. The Complete column will be checked and a status code of "U" will display in the Status column on the Student Certifications: List in My Zone. If a student subsequently meets the eligibility criteria (i.e., files a FAFSA, etc.), the Certification can be corrected online and resubmitted via My Zone.

Refer to the Student Certification Entry Instructions to learn about submitting a certification, obtain a complete list of the status codes returned after a certification record is processed and making corrections before and after a record has been qualified.

Certification

IFTC and MTI Initial Certification records for the 2008-09 academic year can be completed online and submitted electronically to ISAC via My Zone. My Zone is available to enter certification information each Monday through Friday from
7 a.m. until 7 p.m. (CT).  Results are available in real-time.

An Initial Certification record is created in My Zone when the student’s TESP Application is complete. All Initial Certifications available in My Zone must be completed regardless of whether the school certifies a student as eligible or ineligible. The only way an applicant will receive one of the Notification letters is if the Initial Certification is submitted via My Zone.

An overview of the online Certification process, instructions to enter and submit certifications to ISAC and how to request a report can be found in the TESP Certification area of My Zone. An overview of the certification process for the IFTC Program and the MTI Scholarship Program is also provided within each program in the Gift Assistance area at College Zone.

Application

The volume of 2008-09 Teacher Education Scholarship Programs qualified applicants exceeds the available funding for awards. Consequently, ISAC is no longer accepting applications for these programs. Qualified applicants will be notified of the awarding results in the late summer of 2008. After that time, additional 2008-09 recipients will only be chosen if students decline the award or are determined ineligible through the school certification process. Should this occur, ISAC will select recipients from the existing qualified pool of applicants who were not previously awarded. Due to the high volume of applications received and limited funding, not all qualified applicants will be awarded.

ISAC anticipates launching the 2009-10 interactive Teacher Education Scholarship Programs application during December 2008.

To assist you with questions you receive from students regarding the TESP application process, refer to the  pages within the Teacher Education Scholarship Program section in the Student Zone.
