According to an April 6, 2006 article from The Associated Press, U.S. Secretary of Education Margaret Spellings has indicated that the Department of Education (ED) will monitor the degree to which families are informed of their rights under the No Child Left Behind law. Schools that receive federal poverty aid, but do not demonstrate sufficient progress for three years, are required by law to notify families that students have a right to receive free tutoring or to transfer to another school. States in which this requirement is not being met face the potential of losing federal funding.
