Welcome to the October 2005 ISAC Update for Financial Aid Administrators and Business Officers. This version of the electronic ISAC Update is a compilation of e-Messages sent through College Zone’s e-Messaging service throughout October. This e-Messaging service has replaced ISAC’s use of printed newsletters, the ILASFAA ListServ, and special e-mail lists as our primary means of communicating information to you.

The articles in this Update have been organized according to the FAA Zone subscription groups to which the messages were distributed via College Zone’s e-Messaging service.

Fall Seminars and More!

Invitation to 2005 Fall Seminars

We invite you to join us for this year's Illinois Student Assistance Commission (ISAC) Fall Seminars! These half-day sessions (8:30 a.m. to 12:30 p.m.), offered at locations around the state, are open to financial aid administrators, financial aid directors and business officers, and will help you prepare for the 2006-07 academic year. Marketing representatives from lending institutions are also welcome to attend. In addition to providing operational and programmatic updates, we'll also talk about what's happening on the state and federal levels and present a summary of the U.S. Department of Education's Electronic Access Conference (EAC). The latest on ISAC's electronic initiatives, including My Zone and IllinoisMentor, is on the agenda, along with an interactive discussion about possible processing enhancements. Be sure to come prepared to share your ideas and suggestions.

This year's seminars are free of charge and a "must attend" for members of the higher education financial aid community. Registration information is now available in the Outreach & Training area of the e-Library. Check the dates and locations for the session that best meets your needs. A listing of agenda topics and address and parking information can be found with the online registration form. Seating is limited, so please be sure to register early! Registration begins at 8:30 a.m., with the seminars starting at 9 a.m. and adjourning at 12:30 p.m.

Additional Resources for 2006-07

In looking ahead to the upcoming school year, we've made some modifications to the e-Library of collegezone.com to make it easier for you to assist your students. A new section of the e-Library has been created, called "Applying for Financial Aid - Completing the FAFSA". Access it from the Quick Link on the FAA Zone front page. This new area contains information about how to complete the Free Application for Federal Student Aid (FAFSA), important dates, what's new for 2006-07, and ordering materials. There's also a link that allows you to Build Your Own Reference Manual. Additionally, the "Financial Aid for a College Education" PowerPoint presentations, which can be viewed, printed and/or downloaded for your use have been updated. Available in both English and Spanish, the ready-to-use presentations are located in the Presentations area (#7) of the e-Library.

Although it seems this academic year has barely begun, 2006-07 will be here before we know it. Please be sure to attend this year's Fall Seminars and as always, refer to collegezone.com for answers to any and all of your questions throughout the year.

New Commissioners Appointed to Illinois Student Assistance Commission
Sent to Financial Aid Directors, Financial Aid Administrators, Public Schools Participating in the ING Grant and IVG Programs, MAPnet Users, Business Officers, and FFELP Participants on October 12, 2005

Governor Blagojevich has appointed two new Commissioners to ISAC's governing board. Donald J. McNeil of Chicago has been named the new Chairman of the Illinois Student Assistance Commission effective October 5, 2005, replacing former Chairman J. Robert Barr whose term had expired as of
June 30, 2003, but who continued to serve, as allowed by state law, until a replacement was named. Chairman McNeil is a partner of the law firm of Barnes & Thornburg LLP in Chicago.

In addition, Ashley Dearborn of Chicago, a student at Wilbur Wright College, has been named Student Commissioner.  

We welcome Chairman McNeil and Ms. Dearborn to the Commission and look forward to working with them on the important issues that come before the Commission. Both have indicated they are honored to have been appointed and are looking forward to developing relationships with ISAC's clients and partners.

Many thanks are extended to former Chairman Barr on his twenty years of untiring and dedicated service to the students and families of Illinois.  

The next regularly scheduled meeting of the Commission is set for November 18, 2005 in ISAC's Deerfield office.

New Awarding Information Available Online for 2005-06 Teacher Education Scholarship Programs (TESP)
Sent to Financial Aid Directors and Financial Aid Administrators on October 4, 2005

As a reminder, eligible applicant information is accessible at your desktop for TESP [Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs] at My Zone in the FAA Zone of collegezone.com. There are three award announcement categories for eligible students:

  • Eligible – Funded – students who are eligible for an award;
  • Eligible – Unavailable Funds – students who are eligible for the award, but for whom funds are not available; and
  • Eligible – Unavailable Funds (IFTC Teachers Only) – students who are eligible for an award based on enrollment in a teacher education program, but for whom funds are not available.

Each time the Illinois Student Assistance Commission (ISAC) completes a round of TESP awarding, new eligible award information, including funded or unfunded status, is made available online at My Zone. The second round of 2005-06 TESP awarding took place on September 29th. Award notifications have been mailed to eligible students.

What's New?  "Status Date" Pre-defined Report and Filter

Now that TESP awards have been made on multiple dates (08/08/2005 and 09/29/2005), the filter functionality and a new pre-defined report that sorts by "Status Date" have been added to My Zone. The below links will help identify students that have recently been found eligible for an award. As a reminder, the "Status Date" matches the date on the student's award letter.

Sign Up for Access to My Zone

If you haven't signed up to access data from My Zone it's not too late! As soon as you establish a My Zone Administrator for your campus, and update staff access to TESP, you will be able to view eligible student award notification data online. This online process replaces the TESP award notification letters that, in previous years, you received in the mail.

PUBLIC SCHOOLS - PARTICIPATING IN THE ING GRANT AND IVG PROGRAMS

Fall Term Payment Updates for ING Grant and IVG Programs

The following information is being shared to give our partners at Illinois public two- and four-year colleges an update concerning fall term payment for the Illinois National Guard (ING) Grant and the Illinois Veteran Grant (IVG) Programs administered by the Illinois Student Assistance Commission (ISAC).

ING Grant Program News

The 2005-06 fall term ING Grant Payment Request Roster and Certification Form were mailed to institutions on Monday, October 24th. This roster is a list of all applicants whose ING Grant Program applications were received by October 1st and may be considered for a full-year award at your school. The roster and Certification Form are due back to ISAC on or before November 23, 2005. Any initial payment requests for first semester/quarter submitted after this date will be placed in lower priority consideration for payment..

An ING Supplemental Payment Request Form and ING Out-of-District Tuition Claim Form were part of this mailing. Out-of-District claims must be returned on or before November 23, 2005. Supplemental requests must be returned to ISAC on or before December 8, 2005.

IVG Program News

The most recent Master File via CD-ROM was mailed to institutions on Tuesday, October 25th and reflects eligibility units used as of October 18th (includes data for the 2005-06 summer term). This information will assist you in identifying "grandfathered" students prior to submitting a payment claim for the Fall 2005 Term.

Fall 2005 Term payment claims are now being accepted. For the IVG Program, institutions generate and submit payment requests since ISAC does not know which school the student is attending until the payment request is received (there are no announcement rosters for this program). First term claims are due to ISAC on or before January 15, 2006. Any initial payment requests for first semester/quarter submitted after this date will be placed in lower priority consideration for payment.

As a reminder, ISAC has assigned a Tuition Code ( YY - Positions 52-53) for schools to use when claiming payment for the Fall Term when using either the IVG Claim Transaction Form or PC diskette. Revised Fall Claim Transaction Forms have been added to collegezone.com.

2005-06 Revised IVG Budget Packets Now Available Online - due On or Before October 14, 2005
Sent on October 3, 2005 

Due to Public Act 94-583, revised budget information must be gathered from postsecondary institutions participating in the Illinois Veteran Grant (IVG) Program. This bill rewrites the IVG Program as recommended by the Joint Committee on Administrative Rules (JCAR), as well as, changes IVG Program benefits to cover tuition and mandatory fees. The changes are effective with the Fall Term 2005 for all IVG eligible students (undergraduate and graduate).

Updated Resource Documents and Budget Packets Available Online

The following links provide you with the detailed information needed to successfully complete and submit your institution's 2005-06 Revised IVG Budget Packet on or before October 14th.

IVG Program Benefits Guide – Effective Fall Term 2005, provides an at-a-glance listing of IVG benefits for all recipients and benefits for recipients meeting “grandfathering” requirements. This document should be used to complete the IVG Tuition and Fee Calculation Worksheet.

IVG Tuition and Fee Calculation Worksheet – The worksheet is for school use only, do not submit to ISAC. Use the charts to calculate the total of tuition, mandatory fees and certain allowable fees by term (Fall 2005 and Spring 2006). The total figures per term derived from this worksheet will be used to complete the 2005-06 Revised IVG Budget Packet.

2005-06 Revised IVG Budget Packet – Be sure your institution's name and IVG School Code appear at the top of each page before the document is submitted to ISAC. The preferred method of submitting the budget packet is electronically via the e-mail account of the Financial Aid Director. To ensure smooth and timely processing of fall payment claims, all budget packets submitted electronically, as well as faxed, must arrive at ISAC on or before October 14, 2005.

Do You Need Further Assistance?

Conference call Question and Answer sessions are being offered on the following dates to assist with the completion of the budget packet. Prior to participating in one of the below opportunities, you must be familiar with the above referenced materials, including the IVG Tuition and Fee Calculation Worksheet. Conference calls will be offered by sector due to different needs and/or questions (i.e., graduate students, etc.). Each sector will be offered two choices of date and time.

FFELP PARTICIPANTS

Latest School DAAR Report Available
Sent on October 3, 2005 and October 18, 2005 

The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone. This online version has replaced the paper rosters ISAC sent in the past.

The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.

Accessing School DAAR Reports at My Zone

My Zone is a portal available in the FAA Zone at collegezone.com that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
