Reauthorization

The Higher Education Act (HEA) of 1965 was originally scheduled to be reauthorized in 2004. Changes to the student loan provisions of the HEA have been implemented through recent legislation, including the Higher Education Reconciliation Act (HERA) of 2005 and the College Cost Reduction and Access Act (CCRAA) of 2007. The provisions of the HEA unaffected by the HERA and CCRAA were extended through April 30, 2008 with the passage of the Higher Education Extension Act of 2008 (S. 2733).

Reauthorization bills have been passed in both the House and Senate – the College Opportunity and Affordability Act of 2007 (H.R. 4137) and the Higher Education Amendments of 2007
(S. 1642), respectively. House and Senate conference committee members have yet to be named, however, Congressional staff members have been in negotiations on the differing provisions of these two bills for the past several weeks. Democratic leaders have indicated that they hope to come to an agreement and have a final bill to the President for signature before adjourning for the Memorial Day Recess on May 23, 2008, which means Congress will need to pass another bill extending the HEA until at least the end of May.
