Federal 'Race to the Top' Program Challenges States to Improve Education

A November 3, 2009 article from The Associated Press reports that several states are looking at ways they can reform education in order to compete for nearly $5 billion in federal 'Race to the Top' grant funds. Among the reforms being considered are linking students' test scores and academic performance to teachers' evaluations and salaries, and allowing for an increased number of charter schools. States can apply for the grant starting in November, and the first round of awards will be announced early next year.
