Report Examines Federal Pell Grant's Role for Low-Income Students

According to an April 28, 2008 article from Inside Higher Ed, a report issued by the Institute for Higher Education Policy examines the extent to which the Federal Pell Grant helps college students from families with the lowest incomes. The report suggests that, because tuition costs have increased at significantly higher rates than the maximum Federal Pell Grant, many low-income students who receive the award are still unable to finance a college education. Some experts are in favor of modifying the Federal Pell Grant formula so that students whose family financial situations result in a negative Expected Family Contribution would receive additional funding.
