A February 6, 2008 press release indicates that, in an effort to highlight the issues of homeless youth, the Illinois State Board of Education (ISBE) invited a former homeless youth to share her story at the recent No Child Left Behind (NCLB) Annual Statewide Conference in Chicago. Carissa Phelps went from being a homeless teenager to earning an MBA and law degree. By sharing stories such as hers, the ISBE hopes to highlight the importance of training school personnel to identify and respond to the needs of homeless students.
