Welcome to the August 2007 ISAC Update for financial aid administrators and business officers. This version of the electronic ISAC Update is a compilation of e-Messages sent through College Zone’s e-Messaging service throughout August. This e-Messaging service has replaced ISAC’s use of printed newsletters, the ILASFAA ListServ, and special e-mail lists as our primary means of communicating information to you.

The articles in this Update have been organized according to the FAA Zone subscription groups to which the messages were distributed via College Zone’s e-Messaging service.

2007-08 MAP and IIA Payment Processing Available

ISAC is pleased to announce that the 2007-08 payment processing cycle has begun, including MAPnet and File Transfer Protocol (FTP) requests for the Monetary Award Program (MAP) and the Silas Purnell Illinois Incentive for Access (IIA) Program. Normal daily processing of payment requests has begun with payment results available to colleges as usual.

When preparing 2007-08 payment requests, schools are encouraged to keep in mind the previously-announced MAP and IIA Program suspension dates. ISAC has suspended the announcement of MAP grants for all students whose initial
2007-08 Free Application for Federal Student Aid (FAFSA) was received by the Central Processing System (CPS) on or after August 16th, and the announcement of IIA Program grants has been suspended for all students whose initial 2007-08 FAFSA was received by the CPS on or after August 7th.

The MAP and IIA sections of the ISAC Gift Assistance Programs area at collegezone.com will be updated once the 2007-08 payment claim deadlines have been determined for these programs.

Timing of Payments to Colleges

The status of payments to colleges can be tracked through the State of Illinois Comptroller's Web site at http://www.ioc.state.il.us/. Use the "Vendor Payments" area of the site at any time throughout the year to make inquiries about pending payments for MAP, IIA and ISAC's other gift assistance programs. We anticipate that it will take 6-8 weeks for funds to be issued from the State of Illinois Comptroller's Office once that office receives the voucher from ISAC.

2007-08 MAP/IIA Payment Processing Anticipated for
August 31st - MAPnet To Be Temporarily Unavailable

ISAC anticipates 2007-08 payment processing to be available via MAPnet for the Monetary Award Program (MAP) and the Silas Purnell Illinois Incentive for Access (IIA) Program around noon on Friday, August 31, 2007. At the same time, payment requests for both programs via File Transfer Protocol (FTP) will also be accepted.

In order for the 2007-08 MAPnet system to be updated for MAP and IIA payment processing, the system will be unavailable beginning at 7 p.m. on Thursday, August 30th continuing into Friday, August 31st. A separate message will be sent when the 2007-08 MAPnet system may again be accessed on August 31st. At that time, 2007-08 payment processing will be available.

Information about 2007-08 payment processing will be provided in the MAPnet User Guide, as well as in the MAPnet Help Text. In order to remain up-to-date on MAP and IIA, please continue to refer to Program News for each program within the ISAC Gift Assistance Programs section of the FAA Zone at collegezone.com.

Please note that access to 2006-07 historical data in MAPnet will not be impacted.

New Awards Announced for 2007-08 Teacher Education Scholarship Programs

A second round of 2007-08 Teacher Education Scholarship Programs (TESP)* awarding took place on August 24, 2007. This round of awarding included only any remaining timely applicants who had not been awarded during the initial run on August 16th. You will be notified as future rounds of TESP awarding take place.

Award notifications have been mailed to eligible students and new eligible award information, including funded or unfunded status, is available to colleges online at My Zone. Award announcement categories for eligible students include:

  • Eligible - Funded - students who are eligible for an award; and
  • Eligible - Unavailable Funds - students who are eligible for the award, but for whom funds are not available.
* TESP includes the Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs.

Accessing Award Information at My Zone

Now that TESP awards have been made on multiple dates (08/16/2007 and 08/24/2007), the filter functionality and pre-defined report that sort by "Status Date" (available within the Teacher Education Scholarship Programs (TESP) area at My Zone) may be used to help identify students that have recently been found eligible for an award.

The following resources may be accessed from within the Teacher Education Scholarship Programs (TESP) Notifications area at My Zone. The "Status Date" listed on TESP reports generated via My Zone matches the date on the student's award letter.

If your college has not yet signed up to participate in My Zone, which provides online access to student-specific data in a secure environment, access the FAA Zone front page, select the My Zone Quick Link and follow the instructions provided. Or if there's been a change in staff needing to access TESP, the My Zone Administrator for your campus should update access to TESP so staff will be able to view eligible student award notification data online.

State Legislative Update Posted (August 23, 2007)

A new State Legislative Update has been posted for your reference at collegezone.com. This Update, dated
August 23, 2007, lists legislation by status (i.e., final, pending governor approval, no longer active). Included are items regarding education in general, along with legislation that directly affects ISAC and the higher education community.

Of particular interest in this Update are two bills (HB 3866 and SB 8) which have passed both Houses and await the governor's signature. HB 3866 (the FY08 budget bill passed by the General Assembly) contains a provision which would appropriate
$7.2 million to the Illinois Community College Board (ICCB) for reimbursement to community colleges for the Illinois Veteran Grant (IVG) Program. (This is in addition to level IVG funding for ISAC.) SB 8 creates a program, which if funded, would be administered by ISAC and would award grants of up to $5,000 per year to be used to repay educational loans for nurses who commit to working in veterans' homes in Illinois. 

As the new Update was being posted, we received word that the FY08 budget bill, minus provisions identified by the governor for line-item veto, has been signed. Although a comprehensive review of the remaining budget provisions is currently underway by ISAC staff, it appears that the Monetary Award Program (MAP) will receive level funding, and the MAP Plus Program was not reauthorized. We will provide more comprehensive information about the budget's impact on ISAC's programs once our review is complete.

Awards Announced for 2007-08 Teacher Education Scholarship Programs

The initial round of 2007-08 Teacher Education Scholarship Programs (TESP)* awarding took place on August 16, 2007. Award notifications have been mailed to eligible students and new eligible award information, including funded or unfunded status, is available to colleges online at My Zone. There are three award announcement categories for eligible students:

  • Eligible - Funded: students who are eligible for an award and for whom funds are available;
  • Eligible - Unavailable Funds: students who are eligible for the award, but for whom funds are not available; and
  • Eligible - Unavailable Funds (IFTC Teachers Only): students who are eligible for an award based on enrollment in a teacher education program, but for whom funds are not available.
* TESP includes the Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs.

Awards Based on Anticipated Appropriations

As was announced in an August 14th e-Message, this initial round of awarding was based on funding levels that are anticipated for the 2007-08 IFTC and MTI Scholarship programs. If necessary, a subsequent round of awarding will be run after FY2008 appropriations have been finalized.

2007-08 BIG Application Available

The application to apply for the 2007-08 College Savings Bond Bonus Incentive Grant (BIG) Program, for beneficiaries of Illinois College Savings Bonds, is available online. Completed applications must be received at ISAC between August 1st and May 30th of either the academic year in which the bond(s) matured or the academic year immediately following maturity. The application and specific details regarding the program can be accessed via the College Savings Bond Bonus Incentive Grant (BIG) Program section of the ISAC Gift Assistance Programs area.

2007-08 ISAC Administrative Rules Available

ISAC Administrative Rules, which have been adopted for the 2007-08 academic year, are available within the e-Library.

August 15th: 2006-07 Performance Reports for STS Due

Student to Student (STS) Program of Matching Grants Performance Reports for 2006-07 are due to ISAC on or before August 15, 2007 from participating institutions. Also, each institution desiring to participate in the STS Program for 2008-09 must complete the Participation Information Update Form, which is also due by August 15th. Both of these forms can be accessed online at the STS Participation and Reporting page within the ISAC Gift Assistance Programs area.

August 16th: Suspension of 2007-08 MAP Award Announcements

ISAC is suspending the announcement of MAP grants for all students whose initial 2007-08 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after August 16, 2007. Further details are provided in an August 10th e-Message.

As was previously announced, ISAC has suspended the announcement of Silas Purnell Illinois Incentive for Access (IIA) Program grants for all students whose initial 2007-08 Free Application for Federal Student Aid (FAFSA) is received by the CPS on or after August 7, 2007.

August 16th: Initial Round of 2007-08 TESP Awarding

ISAC plans to run the initial round of 2007-08 Teacher Education Scholarship Programs (TESP) awarding on August 16, 2007. In order to ensure that applicants from your school are included in this awarding run, all Initial Certifications that are available at My Zone for the Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs should be completed and submitted to ISAC on or before August 16th. Further details are provided in an August 14th e-Message.

Week of August 20th: Launch of IVG Payment Online

ISAC anticipates launching IVG Payment Online, the new function at My Zone for processing Illinois Veteran Grant (IVG) Program payments, during the week of August 20th. We will notify schools when summer term claims for the 2007-08 IVG Program will be accepted via IVG Payment Online, as well as via File Transfer Protocol (FTP). A couple of reminders: 2007-08 tuition and fees are to be used when claiming payment for summer 2007 since the summer term leads the academic year for the IVG Program; and in order to safeguard student data, schools are not to submit any 2007-08 IVG payment claims (for any terms, including summer) via diskette or paper.

The IVG File Specifications, describing the 80-byte file layout to be used to send payment requests for the IVG Program to ISAC via FTP, are available within the Electronic Tools section of the e-Library. To activate participation in the IVG FTP process, colleges must contact School Services.

Late August: Implementation of 2007-08 MAP & IIA Payment

ISAC anticipates implementing 2007-08 MAP and IIA payment (including the payment component of MAPnet) in late August. As specific details become available, we will keep you apprised via standard College Zone communications (e.g., Message Boards, e-Messages, and/or Program News updates).

September 14th: 2006-07 MAP Outstanding Amounts Due

As part of the close-out process for the 2006-07 academic year, on August 10th letters were mailed to financial aid directors detailing the outstanding amount each institution must refund to ISAC for MAP. The outstanding amount due, with proper documentation, should be returned to ISAC on or before September 14, 2007.

September 15th: 2007-08 IVG Summer Term Payment Request Deadline

Summer term claims are due on September 15, 2007.

September 28th: 2007-08 Illinois SETTW Verification Rosters and Certification Forms Due

SETTW Verification Rosters and SETTW Verification Roster Certification Forms, used with the 2007-08 Illinois Special Education Teacher Tuition Waiver (SETTW) Program, are due back to ISAC on or before September 28, 2007. Refer to the ISAC Gift Assistance Program's Tuition Waiver Process area for sample rosters and forms.


EVENTS

Through August 19th: Illinois State Fair

Visit with ISAC staff in Campus Town at the 2007 Illinois State Fair in Springfield. Campus Town is open daily from 9 a.m. to
4 p.m. during the fair, which runs from August 10th through August 19th.

From Late August through Mid-September: IVG Payment Online Training Opportunities

ISAC will provide training opportunities for IVG Payment Online between late August and mid-September. Financial aid staff will be able to participate in conference call training sessions, as well as attend PC lab trainings in northern, central, and southern Illinois. As specific details become available, we will keep you apprised via standard College Zone communications (e.g., Message Boards, e-Messages, and/or Program News updates).


HOLIDAY SCHEDULES

A complete listing of 2007 holidays on which ISAC staff will be unavailable is provided at the ISAC Events Calendar.

September 3rd: Labor Day

Due to the Labor Day holiday, ISAC offices will be closed on Monday, September 3rd and will reopen on Tuesday, September 4th.

Loan records received at ISAC on Labor Day, as well as disbursement records received at the National Disbursement Network (NDN), will be processed the following business day. This means that CommonLine or Common Account Maintenance (CAM) files received on September 3rd will be processed on September 4th, with results available September 5th (or the next available day for any schools opting to receive NDN files on specific days of the week). Note that ELM Resources will continue to process and transmit files on September 3rd.

Although ISAC's offices will be closed on September 3rd, MAPnet will be available during regularly scheduled hours and will reflect records processed by the Central Processing System (CPS) through Friday, August 31st. Monetary Award Program (MAP) and Silas Purnell Illinois Incentive for Access (IIA) Program payment requests submitted from 5 p.m. (CT) Friday, August 31st through 5 p.m. (CT) Tuesday, September 4th will be processed Tuesday night, and payment results will be available on MAPnet the morning of Wednesday, September 5th.

2007-08 TESP Awarding to Occur on August 16th

In an effort to assist applicants and colleges in planning for 2007-08 academic year finances, ISAC plans to run the initial round of 2007-08 Teacher Education Scholarship Programs (TESP) awarding on Thursday, August 16, 2007, and announce awards immediately thereafter. This initial round of awarding will be based on the funding levels that are anticipated for the 2007-08 Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs since the FY2008 budget is not final. If necessary, a subsequent round of awarding will be run after the appropriations have been finalized.

In order to ensure that applicants from your school are included in this awarding run, all Initial Certifications that are available at My Zone should be completed and submitted to ISAC on or before August 16th. Only applicants with complete and eligible certification records will be considered for awards.

As you know, beginning with the 2007-08 academic year, new functionality has been added to the TESP area at My Zone, allowing Initial Certifications for the IFTC and MTI Scholarship programs to be completed online and submitted electronically to ISAC. The online functionality is available each Monday through Friday from 7 a.m.
until 7 p.m. (CT). Specific details regarding the online certification process, including instructions, are available at the Teacher Education Scholarship Programs (TESP) Certification section of My Zone.

Remember that all Initial Certifications available in My Zone must be completed, regardless of whether the school certifies a student as eligible or ineligible. The only way applicants will receive notification from ISAC regarding their eligibility status is if their schools have submitted the Initial Certifications via My Zone.

Reminder: Generate 2006-07 TESP Reports Prior to August 16th

All 2006-07 TESP Notifications data at My Zone will be archived prior to the first round of 2007-08 TESP awarding (scheduled for August 16, 2007). Be sure to generate all necessary 2006-07 TESP reports prior to this date. Suspension of 2007-08 MAP Award Announcements

Suspension of MAP Award Announcements Effective
August 16, 2007


Due to current trends in the number of eligible applicants and expected payment claim rates, the anticipated appropriations for the 2007-08 Monetary Award Program (MAP) are fully committed. As a result, ISAC will suspend the announcement of MAP grants for all students whose initial 2007-08 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after August 16, 2007.

ISAC will evaluate the status of suspended awards as more information becomes available and, if application volume and claim rates support such action, may release some suspended awards. In the event any suspended awards are released, they would be subject to the 2007-08 MAP priority consideration dates.

Student Award Announcements

Colleges will need to suspend announcements of MAP awards to students whose initial FAFSA receipt date is on or after August 16, 2007.

ISAC will be notifying all affected applicants whose initial FAFSA reflects an expected family contribution (EFC) of 8999 or below that their awards have been placed in suspension status. A sample copy of this notification is available at the 2007-08 Acknowledgement Letters page, located within the MAP section of College Zone's ISAC Gift Assistance Programs area.

Identifying Records in Suspension Status

MAP records in suspension status will be indicated by an Eligibility Code of "S" ("Suspended -- indicates student is temporarily suspended from processing due to insufficient funding. Not eligible for payment for any terms") on MAPnet and in the Eligibility Status File (ESF).

Reminder of IIA Program Records in Suspension Status

The announcement of awards for the 2007-08 Silas Purnell Illinois Incentive for Access (IIA) Program has been suspended for all students whose initial 2007-08 FAFSA is received by the CPS on or after August 7, 2007.

Returning Amounts Owed for 2006-07 Monetary Award Program (MAP)
Sent to Financial Aid Directors, Financial Aid Administrators, MAPnet Users, and Business Officers on August 10, 2007

On August 10th, letters were mailed to financial aid directors containing the outstanding amount each institution must refund to ISAC for the 2006-07 Monetary Award Program (MAP). The amount indicated in the letter is reflective of activity reported to ISAC through July 27th, which was the last date that award cancellations or reductions could be submitted via MAPnet for the 2006-07 processing cycle. As was announced in an August 1st
e-Message
, all vouchers for 2006-07 MAP payment claims have been submitted to the Illinois Comptroller's office and the colleges' copies of these vouchers have been mailed.
 
Funds must be returned to ISAC after a final reconciliation has been completed to close out the regular school year. If not already completed, business officers are encouraged to work with staff from their institution's financial aid office to reconcile student awards and accounts. Remember to utilize the 2006-07 historical view in MAPnet as a resource when reconciling data.

The outstanding amount due, with proper documentation, is to be returned to ISAC on or before September 14, 2007. Be sure to use the current version of the Gift Assistance Programs Check Return Form, which includes a field to specify the term(s) for which funds are being returned and is dated "4/06" in the footer. This document may be accessed within the "Refunds and Unpaid Claims" portion of the FAA Zone's "Processes" area at collegezone.com.

Due to the fact that downward adjustments (cancellations and reductions) to students' records can no longer be reported to ISAC through MAPnet, please contact School Services prior to submitting a refund if your institution needs to report such adjustments.

ISAC Business As Usual Despite State Budget Impasse - Held FY07 MAP Payments Being Released

As you're no doubt aware, the Illinois State Legislature has failed to reach an agreement on the fiscal year 2008 (FY08) operating budget. Although the most recent deadline to do so was July 31st, the governor has requested that all state agencies continue to operate while the legislature works to come to consensus on a full-year budget.

Accordingly, ISAC remains fully operational and continues "business as usual." All operations are proceeding with no interruption and there are no immediate plans for that to change. Continue to watch media reports and this
e-Messaging service for updated information about the ongoing budget negotiations.

With regard to last year's (FY07) budget, the recently finalized sale of a portion of ISAC/IDAPP's student loan portfolio will allow us to release the previously-held 2006-07 Monetary Award Program (MAP) payments for claims processed since March 28th.  

It is anticipated that vouchers for the held payment claims will be submitted to the Illinois Comptroller's office by Friday, August 3rd. Colleges can then expect to receive MAP funds within 7 - 10 days after that date. Information about how to track payments is available on the State Comptroller's Web Site page within the MAP Payment section of collegezone.com.

As a reminder, the FY07 budget required that $26.8 million of MAP funding, providing grants for approximately 17,500 students, be supported by ISAC rather than by state-appropriated general revenue funds. The recent sale will satisfy that obligation.

ISAC Kicks Off 2007 Hispanic Heritage Month: Conducting a Financial Aid Presentation - in Spanish

Join us as we celebrate Hispanic Heritage Month with the fourth annual presentation of our very popular professional development event: How to Conduct a Financial Aid Presentation in Spanish.

Spanish is the primary language spoken in more American homes than any other foreign language. Most students look to their parents for guidance in the college selection process. Unfortunately, it is not uncommon to find that many parents with limited English proficiency lack basic knowledge about the financial aid process and programs available to help meet the rising costs of a college education. As a result, their children, who may qualify for financial aid, often apply late or don't apply at all.

If you, or someone in your school or organization, speak Spanish and are interested in learning more about the financial aid process in order to serve Spanish-speaking families, please join us. Based on feedback from the admission, guidance, and financial aid communities we have created a training event to help you speak "financial aid" and prepare a financial aid presentation in Spanish.

The agenda includes the following:
  • a ready-to-use PowerPoint presentation complete with talking points;
  • a review of the resources available in Spanish;
  • an overview of the Free Application for Federal Student Aid (FAFSA); and
  • a question and answer period.

2007-08 Professional Development Opportunities Offered by the Illinois Student Assistance Commission

The Illinois Student Assistance Commission (ISAC) will once again host a series of professional development opportunities designed to help high school counselors, community organization members, financial aid administrators and other professionals involved in assisting Illinois students and their families along the path to college. Provided below is a brief description of each of the five sessions being offered this year. Counselor Professional Development Units can be earned at every session. All events are free and require online registration.

Spanish is the primary language spoken in more American homes than any other foreign language. Most students look to their parents for guidance in the college selection process. Unfortunately, it is not uncommon to find that many parents with limited English proficiency lack basic knowledge about the financial aid process and programs available to help meet the rising costs of a college education. As a result, their children, who may qualify for financial aid, often apply late or don't apply at all.

If you, or someone in your school or organization, speak Spanish and are interested in learning more about the financial aid process in order to serve Spanish-speaking families, please join us. Based on feedback from the admission, guidance, and financial aid communities we have created a training event to help you speak "financial aid" and prepare a financial aid presentation in Spanish.  

These free sessions (9 a.m. – 12:30 p.m.) will be offered during September at 2 locations. Registration begins August 28th.

"The FAFSA Made Easy" & "Planning a Successful Financial Aid Event"

"The FAFSA Made Easy" focuses on the intricacies of the 2008-2009 Free Application for Federal Student Aid (FAFSA), student eligibility, and common mistakes. Developed as an intensive line-by-line review of the FAFSA, this training will place special emphasis on the dependency questions, financial aid worksheets, and eligible non-citizens. Several case studies, including the completion of a FAFSA, have been incorporated into this year's session.

In addition, based on feedback from high school counselors and community organization members, a second training opportunity, "Planning a Successful Financial Aid Event" has been added to "The FAFSA Made Easy." Participants may now attend an afternoon session designed to help with the planning, promotion, and execution of successful financial aid presentations or other college outreach events. Those new to outreach event planning will be provided with tips, tools, and techniques for everything from cost to marketing to logistics. Experienced counselors are also highly encouraged to attend to share ideas, advice and best practices.

These free sessions (9 a.m. – 3 p.m.) will be offered this fall at
8 locations throughout the state. Registration begins
September 5th.

"FAFSA Expert Training" & "Understanding Financial Aid Packaging"

This winter, the professional development series continues with our most popular session, "FAFSA Expert Training." This session builds on the information and case studies presented in "The FAFSA Made Easy" and goes far beyond the line-by-line review of the FAFSA. Complex tax, asset, eligibility and need analysis questions are discussed. Participants will complete a hand calculation of the Federal Need Analysis Methodology and learn how the information provided on the FAFSA is used to determine the Expected Family Contribution (EFC).

Again, in response to feedback from high school counselors and community based organization members, an afternoon session has also been added to this training event. Last year we introduced "Understanding Financial Aid Packaging." This highly rated session provides an overview of the elements involved in financial aid packaging as well as comprehensive consumer education information designed to assist you as you help your students prepare for the financial responsibilities associated with financing college.

These free sessions (9 a.m. – 3 p.m.) will be offered this winter at 9 locations throughout the state. Registration begins December 12th.

    PUBLIC SCHOOLS - PARTICIPATING IN THE ING GRANT AND IVG PROGRAMS

    IVG Payment Online Now Available - ISAC Accepting Summer Term Payment Requests

    ISAC is pleased to announce the availability of IVG Payment Online, the new functionality that allows colleges to submit Illinois Veteran Grant (IVG) Program payment requests via the My Zone portal, as well as via File Transfer Protocol (FTP). Effective for 2007-08 processing (which begins with the 2007 summer term), IVG Payment Online has replaced the paper and diskette processes with a secure, electronic method of submitting payment claims for the IVG Program. IVG Payment Online is available daily from 7 a.m. through 7 p.m. (CT).

    As a reminder, the IVG File Specifications (describing the
    80-byte file layout to be used to send payment requests for the IVG Program to ISAC via FTP) are available within the Electronic Tools section of the e-Library. To activate participation in the IVG FTP process, colleges must contact School Services. Schools interested in scheduling the transmission of an IVG FTP test file may set this up by contacting School Services.

    2007-08 Processing Schedule, By Term

    Summer Term

    ISAC is accepting and processing IVG summer term claims via IVG Payment Online, as well as via FTP, beginning today (August 22nd). Summer term claims are due on or before
    September 15, 2007.

    Fall and Spring Terms

    IVG claims processing for the fall term will begin on September 16, 2007. The start date for spring term claims processing is January 16, 2008. Schools will receive a response of "F - Future Claim" for payment requests submitted prior to the term's processing start date. These claims will be held at ISAC and then automatically processed when payment processing for that term begins (i.e., September 16th for fall term or January 16th for spring term).

    Fall term claims are due on or before January 15, 2008. Spring term claims are due on or before May 25, 2008.

    Security Levels for Accessing Data

    Individuals who have been accessing IVG eligibility information in My Zone can now view the IVG payment screens via IVG Payment Online. It's important to note, however, that the security level for a staff person to request, edit or update IVG payment claims must be set to "General Admin" by the My Zone administrator at each college.  The My Zone administrator should set user access to "View Only" for staff who will not be involved in requesting payment, but need to view IVG eligibility and payment information.

    Features

    IVG Payment Online enhances the IVG payment request process with the following features:

    • works in conjunction with IVG Eligibility Online;
    • pre-populated fields reduce amount of data entry needed;
    • program edits reduce the number of errors, which in turn reduces the number of rejected claims;
    • allows users to enter payment claims, correct/revise payment claims, and submit replacement claims (adjustments);
    • incorporates a process whereby downward adjustments to previously-processed awards are deducted (offset) from future claim submissions;
    • payment results and exceptions are conveniently provided online; and
    • Payment Claims Reports information (results reports, previously known as Edit and Update Reports) available online.
    Training Opportunities

    A series of school-specific conference call trainings will be held the week of August 27th to orient users to the new IVG Payment Online system in My Zone. Two additional sessions will be offered to accommodate college staff who are unable to participate at their scheduled time. A complete schedule of the conference call trainings can be found within the Partner Training section of the e-Library. Also available in the Partner Training section is information about My Zone access, a PowerPoint presentation for the trainings, and the schedule for upcoming hands-on user sessions.

    2007-08 ING Grant Announcement Roster Cycle Begins - Data Available at My Zone

    The first group of Illinois National Guard (ING) Grant Announcement Rosters for the 2007-08 academic year is now available online at My Zone. The ING Grant Announcement Roster provides information for each applicant who has applied for the ING Grant with your institution listed as the college of record, and for whom the Illinois Department of Military Affairs (IDMA) has confirmed eligibility as of the date printed at the top of the first page of the roster.

    This initial set of 2007-08 rosters (dated August 16, 2007) corresponds to student letters dated August 16th, and includes data for complete applications received at ISAC through mid- to late-June. The backlog of applications needing to be entered is expected to be eliminated shortly, and personnel at IDMA are doing their best to process the records as quickly as possible. As a reminder, new announcement rosters are posted at My Zone when eligibility verifications are received from IDMA, possibly each day.

      2007-08 MAP Suspension Status Available in MAPnet

      Suspension of 2007-08 MAP Award Announcements Effective August 16, 2007

      As was previously announced, ISAC has suspended the announcement of 2007-08 Monetary Award Program (MAP) grants for all students whose initial 2007-08 Free Application for Federal Student Aid (FAFSA) was received by the Central Processing System (CPS) on or after August 16, 2007. As a reminder, the suspension of award announcements affects new and continuing students regardless of enrollment status.

      ISAC will evaluate the status of suspended awards as more information becomes available and, if application volume and claim rates support such action, may release some suspended awards. In the event any suspended awards are released, they would be subject to the 2007-08 MAP priority consideration dates.

      Student Award Announcements

      ISAC will be notifying all affected applicants whose initial FAFSA reflects an expected family contribution (EFC) of 8999 or below that their awards have been placed in suspension status. Initial Institutional Student Information Record/Student Aid Report (ISIR/SAR) records with an application receipt date on or after August 16th will generate suspense status letters which will be dated and mailed three business days from the date ISAC receives and processes the initial ISIR/SAR transaction.

      Additionally, schools are required to suspend announcements of MAP awards to students whose initial FAFSA receipt date is on or after August 16th.

      Identifying Records and Creating a Report

      MAP records in suspension status are indicated by an Eligibility Code of "S" ("Suspended -- indicates student is temporarily suspended from processing due to insufficient funding. Not eligible for payment for any terms") on MAPnet and in the Eligibility Status File (ESF). As a reminder, MAPnet contains filters that will allow you to identify student records and create a report of those records placed in suspension status.

      2007-08 IIA Program Suspension Status Available in MAPnet

      Suspension of 2007-08 IIA Program Award Announcements Effective August 7, 2007

      As was previously announced, ISAC has suspended the announcement of 2007-08 Silas Purnell Illinois Incentive for Access (IIA) Program grants for all students whose initial 2007-08 Free Application for Federal Student Aid (FAFSA) was received by the Central Processing System (CPS) on or after
      August 7, 2007
      . This affects freshman students with zero Expected Family Contributions (EFCs) regardless of enrollment status.

      Colleges need to suspend announcements of IIA awards to students whose initial FAFSA receipt date is on or after
      August 7, 2007. 

      Identifying Records in Suspension Status

      Student records with IIA awards in suspension status are notated in MAPnet and the Eligibility Status File (ESF) by a code of "S" in the "IIA Suspend" field, and IIA records not in suspension status show a code of "N" in this field. The "IIA Suspend" code displays in MAPnet on the "Student Detail," "Edit MAP Code," and "Student List Eligibility: View" screens, and is included as a selection option for viewing on the Filter screen. The field is also included on the IIA Eligibility Report within MAPnet.

      Suspension of 2007-08 MAP Award Announcements Anticipated for Mid-August

      If current trends continue, ISAC anticipates suspending the announcement of 2007-08 Monetary Award Program (MAP) grants in mid-August.

      FFELP PARTICIPANTS

      Latest School DAAR Report Available
      Sent on August 3, 2007 and August 20, 2007

      The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone. This online version has replaced the paper rosters ISAC sent in the past.

      The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.

      Accessing School DAAR Reports at My Zone

      My Zone is a portal available in the FAA Zone at collegezone.com that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
