MRS Eligibility
{ISAC Rules, Part 2761.20}

To receive an MRS award, a student must:

  • be a U.S. citizen or eligible non-citizen;
  • be a resident of Illinois;
  • be due to graduate from an Illinois high school by the end of the academic year;
  • be enrolled on at least a half-time basis at an approved Illinois institution of higher learning, or at one of the four approved national service academies, in the first year after graduation from high school;
  • claim the MRS award within one year after high school graduation, but no later than June 15 of the academic year following high school graduation;
  • not have already received a baccalaureate degree; and
  • have earned a cumulative Grade Point Average (GPA) at or above the 95th percentile of his/her high school class by the end of the third semester prior to graduation (normally the sixth semester); OR
  • rank in the top 5% of all Illinois high school students who took either the ACT Assessment or SAT: Reasoning Test (including the Prairie State Achievement Exam) between September 1 and June 30 during the third and fourth semester prior to graduation (typically this is a student's junior year, but may be the sophomore year if the student is an early graduate). 
  1. A student may take either or both examinations during the designated period.
  2. All scores from such tests taken during the designated period must be submitted to ISAC.
  3. If a student submits scores from multiple examinations taken during the designated period, ISAC will use the highest score.
  4. When a student submits scores to ISAC, the student must report his or her academic level at the time the test was taken.
  5. ISAC will accept supplementary score reports of tests taken during the designated period upon the student’s authorization to the test service. Such authorization by the student must be received by ISAC before August 1.
  6. Students who, for any reason, are unable to take a test on a regular testing date should make special arrangements to be tested in accordance with the procedures of the testing service. Any such special arrangements must take into account the test score submission deadlines.
