Application
The online interactive application for the 2012-13 Minority Teachers of Illinois (MTI) Scholarship Program is available to students.
For priority consideration, ISAC must receive a complete application on or before March 1, 2010. Only applicants with a valid digital IS from the state of Illinois will be able to access the online application. Once the online application has been successfully submitted, a Confirmation page will display to verify the exact date and time it was received by ISAC and may be printed by the applicant. Applicants who are unable to apply on line should contact a Call Center Representative at 800.899.4722 for assistance.

2011-12
The FY2012 appropriation for the Minority Teachers of Illinois Scholarship Program is $2.5 million.
Enrollment Status Verification
Each year, colleges are required to verify the enrollment statuses for recipients in the programs with teaching requirements and practice agreements. Verification of 2010-11 enrollment status is required for all recipients who, according to our records, are enrolled at your school.
ISAC monitors recipients’ fulfillment of the program requirements for:
The TESP Enrollment Status Verification rosters can be completed online at My Zone, which is available each Monday through Saturday from 7 a.m. until 7 p.m. (CT). The completed TESP Enrollment Status Verification rosters and TWCFs must be submitted electronically via My Zone within 45 calendar days after the rosters are available at My Zone (i.e., rosters dated October 25, 2011 must be returned to ISAC on or before December 9, 2011).

Payment
As announced in a September 29 e-Message, TESP payment request rosters, (IFTC, MTI and Golden Apple Scholars of Illinois) can be completed online and submitted electronically to ISAC via TESP Payment Online at My Zone.
Results for any payment requests received on or before Monday, October 3, 2011 will be available via TESP Payment Authorization at My Zone on Tuesday, October 4, 2011. Once payment authorization has taken place and vouchers have been mailed to colleges, there may be a delay in vouchers being paid by the State Comptroller's Office. Refer to the State Comptroller's Website page, located within the Processes area of the FAA Zone, for information on how to track payment. The payment processing cycle for the 2011-12 academic year is as follows:
- TESP payment roster data will be generated each Wednesday night and available at TESP Payment Online every Thursday morning.
- Each week, results for payment requests submitted on or before Monday will be available at My Zone the following Tuesday (for example, payment requests submitted on or before Monday, October 3 will be available on Tuesday, October 4).
Refer to the TESP Payment Request Roster and the TESP Payment Authorization pages at TESP My Zone for details about the TESP Payment Roster process, instructions for completing and submitting payment request rosters to ISAC and how to view, save and print payment results. Payment information can also be found in the Gift Assistance area for each program.
Award Determination
The second round of 2011-12 MTI awarding for all qualified new applicants (timely and untimely), took place on December 5, 2011. Award notifications have been mailed to eligible students and new eligible award information, including funded and unfunded status, is available to colleges online at My Zone on December 6, 2011.
Now that TESP awards have been made on multiple dates [9/1/2011 (IFTC and MTI Scholarship) and 12/5/2011 (MTI Scholarship only)] the filter functionality and pre-defined report that sort by "Status Date" may be used to help identify students that have recently been found eligible for an award. As a reminder, the "Status Date" matches the date on the student's award letter.

Refer to the Teacher Education Scholarship Program page in My Zone to learn about accessing student eligibility data using TESP Notification to generate a report or view information online using the search, filter or sort functions.
Although it is not anticipated that any future rounds of 2011-12 TESP awarding will take place, be sure to continue completing and submitting Initial Certifications throughout the year, in order to ensure that ineligible applicants will receive a Notice of Ineligibility.
Qualification
The 2011-12 Qualification process for TESP (Illinois Future Teacher Corp (IFTC), Minority Teachers of Illinois (MTI) Scholarship and the Golden Apple Scholar programs) runs on a nightly basis throughout the award year. Be sure to access the TESP Student Certifications: List at My Zone regularly to learn the qualification status of applicants from your school.
If the college certified a student as eligible for an IFTC award, the Complete column will be checked and a status code of "Q" will display in the Status column on the Student Certifications: List in My Zone. Corrections cannot be made online at My Zone after an eligible record has been qualified. Requests to correct qualified records must be submitted to ISAC.
If the college certified a student as ineligible for an IFTC award, a Notice of Ineligibility is sent to the applicant. The Complete column will be checked and a status code of "U" will display in the Status column on the Student Certifications: List in My Zone. If a student subsequently meets the eligibility criteria (i.e., files a FAFSA, etc.), the Certification can be corrected online and resubmitted via My Zone.
Refer to the Student Certification Entry Instructions to learn about submitting a certification, obtain a complete list of the status codes returned after a certification record is processed and making corrections before and after a record has been qualified.
Certification
TESP Initial Certification records for the 2011-12 academic year can be completed online and submitted electronically to ISAC via My Zone beginning April 13, 2011. My Zone is available to enter certification information each Monday through Friday from 7 a.m. until 7 p.m. (CT). Results are available in real-time. No changes were made to the online certification process for the 2011-12 academic year.
An Initial Certification record is created in My Zone when the student’s TESP Application is complete. All Initial Certifications available in My Zone must be completed regardless of whether the school certifies a student as eligible or ineligible. The only way an applicant will receive one of the Notification letters is if the Initial Certification is submitted via My Zone.
Only applicants with complete and eligible certification records will be considered for awards. Be sure to continue completing and submitting Initial Certifications throughout the year, in order to ensure that your students will be included in any subsequent rounds of awarding that might take place.

The volume of 2011-12 Teacher Education Scholarship Programs qualified applicant exceeds the available funding for awards as of August 2, 2011. Consequently, ISAC is no longer accepting applications for these programs. Qualified applicants will be notified of the awarding results in mid-August.
