Budget Packets Available Online
As announced in an April 2nd e-Message, the 2008-09 budget packets for the Monetary Award Program (MAP), the Illinois Veteran Grant (IVG) program and the Illinois National Guard (ING) Grant program are available online in both Portable Document Format (PDF) and Microsoft Word format.
The Gift Assistance Programs Budget Packet allows schools participating in MAP, IVG and ING, to enter their budget information on one form. Schools that participate only in MAP will complete the Monetary Award Program Budget Packet. A completed budget packet, submitted electronically or via paper, must be received at ISAC on or before June 1, 2008.
Access budget packets, instructions and Frequently Asked Questions (FAQs) for the MAP, IVG and ING Grant programs by selecting the "Budget Reporting - MAP, IVG & ING" option from the left-margin menu of the FAA Zone Processes area.

The FY2008 appropriation for the Illinois Veteran Grant (IVG) Program is $19,250,000.
Fall Term Payment Claims Prorated
Following the priorities by which claims are to be paid, ISAC has paid 2007-08 timely (in-district and out-of-district) claims for summer term at 100% of the claims. At this time, not enough ISAC funds remain to pay the timely fall term claims at 100%. Therefore, these claims must be prorated and paid at 86.3% (i.e., $86.30 will be paid for every $100.00 of eligibility).
Four-year public institutions will be responsible for a percentage (13.7%) of each eligible student's IVG timely fall award, and will be responsible for 100% of all eligible students' claims that are submitted for the spring term, as well as claims submitted after the due dates for each term's claims (i.e., late claims). Please be aware that although ISAC will not be able to reimburse institutions for spring term awards, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.
2007-08 IVG payment vouchers, along with an Illinois Veteran Grant (IVG) Fall Term Claim Proration Worksheet (2007-08 Academic Year), will be sent to schools in the coming weeks. These documents will state the prorated amount paid to the institution for 2007-08 IVG fall term claims.
Note: Community colleges will receive supplemental payments directly through the Illinois Community College Board (ICCB).

IVG Payment Processing
The Spring term IVG payment claims are due to ISAC on or before May 25, 2008. Although schools will not be reimbursed by ISAC for spring term awards or late claims, payment requests must be submitted to ISAC so that eligibility units can be assessed to students' accounts.
IVG Payment Online at My Zone - Enhancements added February, 2008
The IVG Online Payment, functionality that allows colleges to submit IVG Program payment requests via File Transfer Protocol (FTP), as well as via the My Zone portal became effective for 2007-08 processing (which begins with the 2007 summer term). IVG Online Payment replaced the paper and diskette processes with a secure, electronic method of submitting payment claims for the IVG Program and is available daily from 7 a.m. through 7 p.m. (CT).
To assist schools in the review and reconciliation of IVG payment data, enhanced Payment Results reports including revisions to the existing Payment Claim reports and the addition of a Late Claim reports and Invoice reports are available to retrieve from IVG Online Payment at My Zone. Details of the additional reports and enhancements to existing reports are discussed by accessing Payment Results Reports in the IVG Reports section at My Zone.

2007-08 IVG File Specifications
The IVG File Specifications describing the 80-byte file layout to be used to send payment requests for the IVG Program to ISAC via File Transfer Protocol (FTP) are available within the Electronic Tools section of the e-Library. All schools must contact School Services to obtain an ID and password if you want to participate in the IVG FTP process. If you already participate in the MAPnet FTP process, the ID and password will be the same. A new ID and password will be provided if you do not already participate in the MAPnet FTP process. While not required, schools interested in scheduling the transmission of an IVG FTP test file may set this up with School Services.
IVG Eligibility Data at My Zone
IVG eligibility data is available to view online from the Student Info option within the IVG section at My Zone. Eligibility data is refreshed nightly whenever there is new or updated eligible records. Colleges can monitor whether a veteran has remaining IVG eligibility and obtain a complete payment history for all veterans on record that can be sorted in both a Social Security Number (SSN) order and in alpha order
