Comparison of Grant Programs for Veterans
Students who qualify for the Illinois Veteran Grant (IVG) program and the Montgomery or Post-9/11 GI Bills may receive benefits from both programs during the same academic year for eligible educational expenses. Several documents are available from the IVG Eligibility Requirements page within this section, to assist schools and students with the comparison of grant programs for veterans, the impact of GI Bill programs on IVG and a document to assist students with choosing the best program for them.
Budget Packets Available Online
As announced in an April 10, 2009 e-Message, the 2009-10 budget packets for the Monetary Award Program (MAP), the Illinois Veteran Grant (IVG) program and the Illinois National Guard (ING) Grant program are available to download online. The Gift Assistance Budget Packet is to be used by schools that participate in ING, IVG and MAP. The Monetary Award Program (MAP) Budget Packet is to be used by schools that participate only in MAP. Only one type of budget packet needs to be submitted.
These budget packets are available in both Portable Document Format (pdf) and Microsoft Word.The preferred method of submitting the budget packet is electronically as an attachment via the e-mail account of the Financial Aid Director. A complete budget packet, submitted electronically or via paper, must be received at ISAC on or before June 1, 2009. If a school's annual budget is not final by June 1st, the budget packet is to be returned with estimated figures and a letter from the financial aid director that provides the approximate date by which the final budget will be submitted. All final budgets must be received at ISAC on or before August 1, 2009.

The FY2009 appropriation for the Illinois Veteran Grant (IVG) Program is $19,250,000.
Fall Term Payment Claims Prorated
Following the priorities by which claims are to be paid, ISAC has paid 2008-09 timely (in-district and out-of-district) claims for summer term at 100% of the claims. At this time, not enough ISAC funds remain to pay the timely fall term claims at 100%. Therefore, these claims must be prorated and paid at 83.22% (i.e., $83.22 will be paid for every $100.00 of eligibility).
Four-year public institutions will be responsible for a percentage (16.78%) of each eligible student's IVG timely fall award, and will be responsible for 100% of all eligible students' claims that are submitted for the spring term, as well as claims submitted after the due dates for each term's claims (i.e., late claims). Please be aware that although ISAC will not be able to reimburse institutions for spring term awards, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.
IVG vouchers, along with an Illinois Veteran Grant (IVG) Fall Term Prorations Worksheet, will be sent to schools in the coming weeks. These documents will state the prorated amount paid to the institution for the 2008-09 fall term
Note: Community colleges will receive supplemental payments directly through the Illinois Community College Board (ICCB).
Returning Amounts Owed for 2008-09 IVG
Letters outlining the outstanding amount each institution must refund to ISAC for the 2008-09 Illinois Veteran Grant (IVG) Program were mailed to financial aid directors on June 18, 2009. IVG Program funds must be returned to ISAC after a final reconciliation has been completed to close out the regular school year. Business officers are encouraged to work with staff from their institution's financial aid office to reconcile student awards and accounts.
The outstanding amount due, with proper documentation, should be returned to ISAC on or before July 18, 2009. Be sure to use the current version of the Gift Assistance Check Return Form, which includes fields to specify the term(s) for which funds are being returned and is dated "4/06" in the footer. The Check Return Form and an explanation of the process, may be accessed within the Refunds and Unpaid Claims section of the Processes area in the FAA Zone.
IVG Payment Processing
The 2008-09 fall term payment claims for the IVG program were due on January 15, 2009. IVG payment claims can be submitted via FTP or IVG Payment Online at My Zone.
The IVG Online Payment, functionality that allows colleges to submit IVG Program payment requests via File Transfer Protocol (FTP), as well as via the My Zone portal became effective for 2008-09 processing (which begins with the 2008 summer term). IVG Online Payment replaced the paper and diskette processes with a secure, electronic method of submitting payment claims for the IVG Program and is available daily from 7 a.m. through 7 p.m. (CT).

2008-09 IVG File Specifications
The IVG File Specifications describing the 80-byte file layout to be used to send payment requests for the IVG Program to ISAC via File Transfer Protocol (FTP) are available from the Electronic Tools page within the e-Library. The specifications for the IVG Master File download and the IVG Payment Results Extract are also available from the Electronic Tools page. All schools must contact School Services to obtain an ID and password if you want to participate in the IVG FTP process. If you already participate in the MAPnet FTP process, the ID and password will be the same. A new ID and password will be provided if you do not already participate in the MAPnet FTP process. While not required, schools interested in scheduling the transmission of an IVG FTP test file may set this up with School Services.
IVG Eligibility Data at My Zone
IVG eligibility data is available to view online from the Student Info option within the IVG section at My Zone. Eligibility data is refreshed nightly whenever there is new or updated eligible records. Colleges can monitor whether a veteran has remaining IVG eligibility and obtain a complete payment history for all veterans on record that can be sorted in both a Social Security Number (SSN) order and in alpha order
