2009-10

On July 15, 2009, the Governor and state legislators reached an agreement regarding the fiscal year 2010 (FY2010) state budget, which determines funding levels for 2009-10 programs that are administered by ISAC.  Based on that budget, schools will be reimbursed for all terms at the FY09 funding level

By statute, if program funds are insufficient to pay all claims, the student is not responsible for payment of tuition and eligible fees; the public postsecondary institution must waive the tuition and eligible fee amounts. As a result, public institutions are responsible for all eligible students' claims that are submitted for the fall and spring terms, as well as claims submitted after the due dates for each term's claims (i.e., late claims). If ISAC will not be able to reimburse institutions for all ING claims, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.

Payment

As announced in a November 19th e-Message, the online functionality that allows colleges to submit ING Grant payment requests via a secure, electronic method of transmitting initial, supplemental and out-of-district claims data for the ING Grant program. ING payment claims must be submitted electronically no later than 30 calendar days after payment request rosters are available at My Zone (date on roster).

While there are no significant changes to the content or the format of the 2009-10 online payment requests, a new "Adjustment Type" field has been added for supplemental rosters. Another enhancement is the addition of a "Reject Reason" field that displays to the right of the Comment column on the initial payment roster. The new field is for ISAC use only. With the initial release of the 2009-10 ING online payment process, the "Reject Reason" column heading displays online but no data will display. Schools will continue to be notified via email when a claim is rejected.

Refer to the Payment Procedures for the ING Grant and ING Payment Roster My Zone for details about the ING Payment process and instructions for completing and submitting initial and supplemental payment request rosters to ISAC.

Notification of Eligibility Available at My Zone

The first group of Illinois National Guard (ING) Grant Announcement Rosters for the 2009-10 academic year are available online at My Zone. The ING Grant Announcement Roster provides information for each applicant who has applied for the ING Grant with your institution listed as the college of record, and for whom the Department of Military Affairs in Illinois (DMAIL) has confirmed eligibility as of the date printed at the top of the first page of the roster.

This initial set of 2009-10 rosters (dated July 15, 2009) corresponds to student letters dated July 15th and includes data for complete applications received through July 1st.  As a reminder, new announcement rosters are posted at My Zone when eligibility verifications are received from DMAIL, possibly each day.

The ING Grant Announcement Rosters, which are designed to assist in the financial aid packaging process by notifying colleges of eligible ING Grant applicants, may be used in place of collecting copies of the Notice of Eligibility letter that ISAC sends to students.

Details regarding the ING Grant announcement roster process, including important reminders, are provided at the Illinois National Guard (ING) Grant area of My Zone.
