Various proposals are being considered in different states, including more strict regulations on the textbook publishing industry, requiring disclosure of textbook costs before a student registers for class, and eliminating sales tax on college textbooks. Representatives for the publishing industry indicate that, because sales volume for textbooks is lower than that of mass-market books, the production cost per unit is higher.
