A March 8, 2007 article from The Associated Press reports that, in Scotts Valley (California), parents who pull their children out of school for such non-emergencies as family vacations will receive a bill from the local school district. There is no penalty for not paying the bill. While some parents are choosing to pay, others do not think a public school system should be charging parents. One reason the district has chosen to initiate this system is that, in California, the amount of tax dollars each school receives is linked to the number of students that are actually in class on any given day.
