A January 2, 2006 article from USA Today reports that a California school district is asking parents of public elementary school children to pay $1,500 (over a three-year period) to help cover the costs of providing each student with a laptop computer. School system administrators indicate such use of technology is beneficial to the students' education, but the school district does not have sufficient funds in the budget to pay for the computers. Those who oppose the program argue that asking parents to pay for the computers is in violation of the free public education guaranteed in California's constitution.
