Welcome to the August 2009 ISAC Update for financial aid administrators and business officers. This version of the electronic ISAC Update is a compilation of e-Messages sent through College Zone’s e-Messaging service throughout August. This e-Messaging service has replaced ISAC’s use of printed newsletters, the ILASFAA ListServ, and special e-mail lists as our primary means of communicating information to you.

The articles in this Update have been organized according to the FAA Zone subscription groups to which the messages were distributed via College Zone’s e-Messaging service.

2009-10 MAP Increases to Awards Not Allowed

No Increases Allowed to MAP Awards Effective September 1st

Based on limited funding, current projections for the 2009-10 Monetary Award Program (MAP) dictate that corrections for student awards will be allowed only if they would decrease the calculated award amount. This means that if an Institutional Student Information Record (ISIR) that would result in an increase to a student's MAP award has a Central Processing System (CPS) process date on or after September 1, 2009, then the highest award amount based on transactions prior to September 1st will be the maximum award amount for that student.

For example: As of August 31st, a student's 2009-10 MAP award amount is $1,000 (based on ISIR transaction 1). An ISIR transaction 2 is subsequently received, which has a CPS process date of September 1st and would increase the MAP award to $1,500. Because ISIR transaction 2 was processed after September 1st, the highest previous award amount ($1,000) will be the calculated award amount for that transaction.

Identifying Impacted Records

  • Records for which no increases will be allowed (i.e., in limited shutdown status) will be flagged with a "Z" in the field entitled "Shutdown" on MAPnet screens, reports and file extracts.
  • The "shutdown" award amount will appear in the "Original Yearly Eligible Amount" and "Eligible Amount (Per Term)" fields in MAPnet.
Corrections that Result in Decreased MAP Awards Are Not Impacted

ISIRs with a CPS process date on or after September 1st that result in a decrease to the MAP award will not be impacted.

For example: As of August 31st, a student's 2009-10 MAP award amount is $1,000 (based on ISIR transaction 1). An ISIR transaction 2 is subsequently received, which has a CPS process date of September 1st and would decrease the MAP award to $700. Because ISIR transaction 2 is not impacted, the revised award amount ($700) will be the calculated award amount for that transaction.

Impacted ISIRs Will Be Held Temporarily

Until all programming related to this limited shutdown process is completed (anticipated for mid- to late-September), ISAC will hold all ISIRs with CPS process dates on or after September 1st. These records will not appear in MAPnet until the completion of necessary programming, at which time all held records will be released in MAPnet. The shutdown flag ("Z") will then appear on impacted records.

2009-10 MAP Payment Anticipated for Mid- to Late-September

As was previously explained in e-Messages dated July 17th and July 30th, current budget reductions require that 2009-10 MAP payment processing incorporates the "front loading" of awards to pay tuition and mandatory fees for the first half of the academic year. The need to implement programming to accommodate the limited shutdown of ISIR corrections has slightly delayed the availability of 2009-10 MAP payment processing. We anticipate MAP payment to be available in MAPnet in mid- to late-September. We will notify you via the usual communication methods (e.g., the College Zone e-Messaging service, MAP Program News, and the FAA Message Board) when MAP payment is available.

As information regarding the 2009-10 Silas Purnell Illinois Incentive for Access (IIA) Program becomes available, it will also be shared via the usual communication methods.

2009-10 IVG Program Status

In response to questions that the Illinois Student Assistance Commission (ISAC) has recently received from our college partners, this message is to clarify information regarding the status of the 2009-10 Illinois Veteran Grant (IVG) Program.

Funds Available for Summer 2009 IVG Claims

As was announced in an e-Message dated July 17th, the available funding for most ISAC-administered gift assistance programs has been significantly reduced for the 2009-10 academic year. While the IVG Program has been impacted by these cuts, the program has not been eliminated. In fact, funding was allocated for IVG Program payment claims for the summer 2009 term. Unfortunately, no IVG Program funds have been allocated for the fall or spring terms.

IVG Is an Entitlement Program

By statute, if program funds are insufficient to pay all claims, the student is not responsible for payment of tuition and eligible fees; the public postsecondary institution must waive the tuition and eligible fee amounts. As stated above, ISAC will not have program funds to honor claims submitted by eligible institutions for the fall and spring terms. As a result, public institutions* will be responsible for all eligible students' claims that are submitted for the fall and spring terms, as well as claims submitted after the due dates for each term's claims (i.e., late claims). Please be aware that although ISAC will not be able to reimburse institutions for fall or spring term awards, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.

*Note: As in the past two years, funding has been appropriated to the Illinois Community College Board (ICCB) for supplemental payments to be made to community colleges.

2009-10 Golden Apple and TESP Awards Announced

2009-10 Awarding Results Available at My Zone

2009-10 Golden Apple Scholars of Illinois Program and Teacher Education Scholarship Programs (TESP)* awarding has taken place. Golden Apple Scholars were determined last Friday evening (August 21, 2009) and TESP recipients were determined yesterday (Monday, August 24, 2009).

TESP award notifications are being mailed to eligible students. Colleges may access new eligible award information (including funded or unfunded status) online at My Zone for Golden Apple Scholars and TESP recipients. Award announcement categories for eligible students include:

  • Eligible - Funded - students who are eligible for an award;
  • Eligible - Unavailable Funds - students who are eligible for the award, but for whom funds are not available; and
  • Eligible - Unavailable Funds (IFTC Teachers Only): students who are eligible for an award based on enrollment in a teacher education program, but for whom funds are not available.
* TESP includes the Illinois Future Teacher Corps (IFTC) and Minority Teachers of Illinois (MTI) Scholarship programs.

2009-10 Timely New MTI Scholarship Applicants to be Awarded Tuesday Night (August 25th)

ISAC plans to perform an awarding run for 2009-10 timely new MTI Scholarship Program applicants tonight (Tuesday, August 25th), and awarding results will be available to access via My Zone tomorrow morning (Wednesday, August 26th). In addition, award notifications will be mailed to recipients on August 26th. Only timely new applicants for the MTI Scholarship Program will be included and, based on available funding, it is anticipated that not all timely new applicants will receive an award.

No Subsequent 2009-10 Awarding Anticipated

Due to previously-announced budget reductions, it is anticipated that - after tonight's awarding of timely new MTI Scholarship Program applicants - no subsequent awarding will take place for these programs for the
2009-10 academic year.

Be sure to continue completing and submitting Initial Certifications throughout the year, in order to ensure that ineligible applicants will receive a Notice of Ineligibility.

The following resources may be accessed from within the Teacher Education Scholarship Programs (TESP) Notifications area at My Zone. The "Status Date" listed on TESP reports generated via My Zone matches the date on the student's award letter.

Access to My Zone

If your college has not yet signed up to participate in My Zone, which provides online access to student-specific data in a secure environment, access the FAA Zone front page, select the My Zone Quick Link and follow the instructions provided. Or if there's been a change in staff needing to access TESP, the My Zone Administrator for your campus should update access to TESP so staff will be able to view eligible student award notification data online.

Delay in 2008-09 Gift Assistance Programs Payments Made through State's General Revenue Fund

The Illinois Student Assistance Commission (ISAC) has recently become aware of information regarding the timing of 2008-09 academic year gift assistance programs payments. We are sharing this information with our college partners so that they can plan accordingly.

2008-09 Payments Delayed

There is currently a delay in 2008-09 gift assistance programs payments that are made through the State of Illinois General Revenue Fund (GRF). With the exceptions of the Monetary Award Program (MAP) and the Illinois Veteran Grant (IVG) Program, payments for all other ISAC-administered gift assistance programs are impacted by this delay.

As of the latest information available, the Illinois State Comptroller's Office is currently paying GRF vouchers dated February 25, 2009. Pending vouchers (i.e., those dated February 26, 2009 or after) will be paid in voucher-date order.

Identifying Year for Payments

As payments are received, colleges can identify the academic year to which payments should be applied by using the payment description that appears on the payment stub to match with their voucher copies.

2008-09

  • The voucher number printed on the check for 2008-09 will read as PV69190000(voucher#).
  • 2008-09 voucher numbers for the period beginning February 25, 2009 and ending July 31, 2009 range from 9261 to 16961.
  • Colleges receiving electronic payments can match the dollar amount of the electronic payments received against the amount on vouchers in their possession.
2009-10

The vouchering of payments for the 2009-10 academic year has not yet begun. Please remember to regularly visit ISAC's collegezone.com Web site for updates on payment processing for ISAC-administered gift assistance programs.

Complete Initial Certifications at My Zone: 2009-10 TESP and Golden Apple Awarding Week of August 17th

Complete Initial Certifications at My Zone

In order to ensure that applicants from your school are included when the Illinois Student Assistance Commission (ISAC) determines 2009-10 awards for the Teacher Education Scholarship Programs (TESP) and the Golden Apple Scholars of Illinois Program (see below for details), all Initial Certifications that are available at My Zone should be completed and submitted to ISAC as soon as possible. Only applicants for whom a complete Initial Certification is on record will receive notification from ISAC (i.e., Notices of Eligibility - Funded and Notices of Eligibility - Unfunded). Consequently, in order to ensure that applicants from your school are included, all Initial Certifications that are available at My Zone for the Illinois Future Teacher Corps (IFTC), Minority Teachers of Illinois (MTI) Scholarship and Golden Apple Scholars of Illinois programs must be completed and submitted to ISAC prior to awarding, scheduled for the week of August 17th.

As you know, Initial Certifications for the IFTC, MTI Scholarship and Golden Apple Scholars of Illinois programs are completed online and submitted electronically to ISAC via the TESP area of My Zone. The online functionality is available each Monday through Friday from 7 a.m. until 7 p.m. (CT). Specific details regarding the online certification process, including instructions, are available at the Teacher Education Scholarship Programs (TESP) Certification section of My Zone.

Remember that all Initial Certifications available in My Zone must be completed, regardless of whether the school certifies a student as eligible or ineligible and regardless of whether the student is currently enrolled. The only way applicants will receive notification from ISAC regarding their eligibility status is if their schools have submitted the Initial Certifications via My Zone. Although it is not anticipated that any subsequent 2009-10 awarding will take place after August, colleges should still continue completing and submitting Initial Certifications throughout the year so that ineligible applicants will receive a Notice of Ineligibility.

Awarding Scheduled for Week of August 17th

In an effort to assist applicants and colleges in planning for 2009-10 academic year finances, ISAC plans to determine 2009-10 TESP and Golden Apple Scholars of Illinois Program awards during the week of August 17, 2009, and announce awards immediately thereafter. Awarding will be based on the funding levels that have been appropriated for the 2009-10 IFTC, MTI Scholarship and Golden Apple Scholars of Illinois programs. Due to previously-announced budget reductions, it is not anticipated that any subsequent awarding will take place for these programs for the 2009-10 academic year.

A separate e-Message will be sent the morning after awarding takes place, to confirm once the results of the August awarding run are available at My Zone.

Reminder: Generate 2008-09 TESP Reports

All 2008-09 TESP Notifications data at My Zone will be archived prior to 2009-10 TESP awarding (anticipated to take place the week of August 17th). Be sure to generate all necessary 2008-09 TESP reports as soon as possible. Instructions for generating TESP reports are available within the Teacher Education Scholarship Programs (TESP) area of My Zone.

Compliance Rosters for ISAC-Administered Teach Programs Due October 30, 2009

On August 11th, the Illinois Student Assistance Commission (ISAC) mailed Enrollment Status Verification for Compliance Rosters to colleges with students who received funds from the the following ISAC-administered programs during the 2008-09 academic year: the Illinois Future Teach Corps (IFTC) Program, the Minority Teachers of Illinois (MTI) Scholarship Program, the Illinois Special Education Teacher Tuition Waiver (SETTW) Program, and the Nurse Educator Scholarship Program (NESP).

These documents are to be completed by the college and returned to ISAC on or before October 30, 2009, verifying that award recipients were enrolled during the 2008-09 academic year.

Processing Alert - Delay in Availability of MAPnet ISIR Records
Sent to Financial Aid Directors, Financial Aid Administrators, MAPnet Users and Business Officers  on August 10, 2009

Due to longer-than-anticipated processing, 2009-10 Institutional Student Information Record (ISIR) data received from the Central Processing System (CPS) between (including) Friday, July 31st and Friday, August 7th (originally scheduled to be available in MAPnet on Saturday, August 8th) will be available in MAPnet Tuesday, August 11th. 

ISIR files received today, Monday, August 10th will also be available in MAPnet on Tuesday, August 11th.

Normal processing of ISIR data will resume on Tuesday, with records available on a daily basis from that date forward.

MAP Recompute Successfully Implemented:
2009-10 MAPnet System Available

ISAC staff has completed verification of system changes related to the recompute process and the 2009-10 MAPnet system is now available. As a reminder, due to significant reductions in the fiscal year 2010 (FY2010) state budget, eligible students will receive one-half of the annual Monetary Award Program (MAP) award that was announced at start-up. Specific details regarding how the state budget impacts 2009-10 MAP awards are provided in a July 30th e-Message.*

All 2009-10 Institutional Student Information Record (ISIR) data received from the Central Processing System (CPS) between (including) Friday, July 31st and today (Friday, August 7th) will be reflected in MAPnet tomorrow (Saturday, August 8th). At that time we will return to daily processing of ISIR data.

The 2009-10 MAP Formula section at collegezone.com, which includes Hand Calculation Forms, has been updated based on the recompute process. As always, refer to the MAP Program News area for the most up-to-date information.

* Please note that a revised version of the Calculate the 2009-10 MAP Term Eligible Amount resource was posted the morning of July 31st.

Online Processing for ISAC-Administered Military Programs

As was announced in a July 17th e-Message, the online processing cycle at My Zone has begun for the 2009-10 Illinois Veteran Grant (IVG) and Illinois National Guard (ING) Grant programs.

Summer term claims for the 2009-10 IVG Program (due on or before September 15th) are being accepted via IVG Online Payment at My Zone, as well as via File Transfer Protocol (FTP). 2009-10 tuition and fees are to be used when claiming payment for summer 2009 since the summer term leads the academic year for the IVG Program. Details regarding the IVG Online Payment process are provided at the Illinois Veteran Grant (IVG) Program area of My Zone.

ING Grant Announcement Rosters for the 2009-10 academic year are available online at My Zone. Rosters will be available whenever there is a new or updated eligible record for the college. While a new roster could potentially be available on a daily basis, the college may not have students that appear on a roster each day. It is recommended that the college check My Zone at least once a week for new rosters that may have been posted for the 2009-10 academic year. Details regarding the ING Grant announcement roster process are provided at the Illinois National Guard (ING) Grant area of My Zone.

2009-10 ISAC Administrative Rules Available

ISAC Administrative Rules, which have been adopted for the 2009-10 academic year, are available within the e-Library.

August 10th: 2008-09 Compliance Rosters for Teach Programs Scheduled to be Mailed

Enrollment Status Verification for Compliance Rosters are scheduled to be mailed on August 10th to colleges with students who received funds from the the following ISAC-administered programs during the 2008-09 academic year: the IFTC Program, the MTI Scholarship Program, the Illinois SETTW Program, and the Nurse Educator Scholarship Program (NESP). The completed rosters are due on or before October 30, 2009.

August 15th: 2008-09 Performance Reports for STS Due

Student to Student (STS) Program of Matching Grants Performance Reports for 2008-09 are due to ISAC on or before August 15, 2009 from participating institutions. Also, each institution desiring to participate in the STS Program for 2010-11 must complete the Participation Information Update Form, which is also due by August 15th. Both of these forms can be accessed online at the STS Participation and Reporting page within the ISAC Gift Assistance Programs area.

August 17th: 2008-09 MAP and IIA Outstanding Amounts Due

As part of the close-out process for the 2008-09 academic year, on July 20th letters were mailed to financial aid directors detailing the outstanding amount each institution must refund to ISAC for MAP and the IIA Program. The outstanding amount due, with proper documentation, should be returned to ISAC on or before August 17, 2009.

Week of August 17th: 2009-10 TESP Awarding Results Available at My Zone

ISAC plans to announce 2009-10 Teacher Education Scholarship Programs (TESP) awards during the week of August 17, 2009. Results will be available at My Zone the day after awarding takes place. Due to previously-announced budget reductions, it is not anticipated that any subsequent TESP awarding will take place for the 2009-10 academic year.

Only applicants for whom a complete Initial Certification is on record will receive notification from ISAC (i.e., Notices of Eligibility - Funded and Notices of Eligibility - Unfunded). Consequently, in order to ensure that applicants from your school are included in the August awarding run, all Initial Certifications that are available at My Zone for the Illinois Future Teacher Corps (IFTC), Minority Teachers of Illinois (MTI) Scholarship, and Golden Apple Scholars of Illinois programs must be completed and submitted to ISAC prior to awarding.

Watch for an upcoming e-Message that will provide details regarding the specific date on which TESP awarding results will be available in My Zone.

August 20th: 2009-10 Byrd Scholarship Eligibility Certification Forms Due

In April, ISAC sent qualified applicants eligibility letters, the Eligibility Certification forms and Information and Student Responsibilities documents for the 2009-10 Robert C. Byrd Honors Scholarship Program. ISAC will continue to accept Eligibility Certification forms until August 20, 2009. Applicants who do not return the Eligibility Certification form to ISAC by that date will be sent a Notice of Disqualification.

September 15th: 2009-10 IVG Summer Term Payment Request Deadline

Summer term claims for the 2009-10 IVG Program are due on September 15, 2009.

September 25th: 2009-10 Illinois SETTW Verification Rosters and Certification Forms Due

SETTW Verification Rosters and SETTW Verification Roster Certification Forms, used with the 2009-10 Illinois Special Education Teacher Tuition Waiver (SETTW) Program, are due back to ISAC on or before September 25, 2009. Refer to the ISAC Gift Assistance Program's Tuition Waiver Process area for sample rosters and forms.


EVENTS

August 14th through August 23rd: Illinois State Fair

Visit with ISAC staff in the Governor's Tent at the 2009 Illinois State Fair in Springfield. The Governor's Tent is open daily from 10 a.m. to 7 p.m. during the fair, which runs from August 14th through August 23rd. The theme of this year's fair is "An All American Fair."


HOLIDAY SCHEDULES

September 7th: Labor Day

Due to the Labor Day holiday, ISAC offices will be closed on Monday, September 7th and will reopen on Tuesday, September 8th.

Loan records received at ISAC on Labor Day, as well as disbursement records received at the National Disbursement Network (NDN), will be processed the following business day. This means that CommonLine or Common Account Maintenance (CAM) files received on September 7th will be processed on September 8th, with results available September 9th (or the next available day for any schools opting to receive NDN files on specific days of the week). Note that ELM Resources will continue to process and transmit files on September 7th.

Although ISAC's offices will be closed on September 7th, MAPnet will be available during regularly scheduled hours and will reflect records processed by the Central Processing System (CPS) through Friday, September 4th. Monetary Award Program (MAP) and Silas Purnell Illinois Incentive for Access (IIA) Program payment requests submitted from 7 p.m. (CT) Friday, September 4th through 7 p.m. (CT) Tuesday, September 8th will be processed Tuesday night, and payment results will be available on MAPnet the morning of Wednesday, September 9th.

Scheduling Change: 2009-10 Recompute Formula To Be Reflected In MAPnet On Thursday, August 6th

Due to an approximately 35% increase in application volume, the process of updating the 2009-10 MAPnet system to reflect the recompute formula is taking longer than originally expected. As a result, ISAC anticipates that the 2009-10 MAPnet system will reflect all system changes related to the recompute process around noon (12 p.m.) on Thursday, August 6, 2009 (rather than today, as had been previously indicated in a July 30th
e-Message). As the necessary changes are moved into production, access to the 2009-10 MAPnet system will remain unavailable until further notice on August 6th.

Once verification of the system changes has been completed tomorrow (August 6th), we will send a message to the "MAPnet Users" e-Messaging subscription group to announce the availability of the 2009-10 MAPnet system. All 2009-10 Institutional Student Information Record (ISIR) data received from the Central Processing System (CPS) between (including) Friday, July 31st and Thursday, August 6th will be reflected in MAPnet on Friday, August 7th.

ISAC Launches WhatsNextIllinois.org: A Comprehensive Resource for Statewide College and Career Planning

As part of our ongoing mission to make college accessible and affordable for all Illinois students, the Illinois Student Assistance Commission (ISAC) is pleased to announced the launch of a new Web site: WhatsNextIllinois.org. Encourage your students and their families to check out this comprehensive, fully integrated, interactive one-stop career and college planning resource and find the tools needed to improve college opportunity and lifelong success. Included - at no cost to the user - is information on college and career planning, college applications, electronic high school transcript processing, and test preparation.
 
The new WhatsNextIllinois.org online resource incorporates the best features from the site it replaces (IllinoisMentor.org), including easy access via ISAC's collegezone.com Web site. Current links from College Zone to IllinoisMentor are in the process of being updated to the corresponding areas of WhatsNextIllinois.org, and existing student accounts in IllinoisMentor will automatically be transferred over to WhatsNextIllinois.org.

WhatsNextIllinois.org represents the combined strengths of XAP Choices® Planner career exploration modules, IllinoisMentor college planning and financing tools, and the Choices® Explorer career exploration suite for middle schools. In addition, it adds transcripts and high school application functionality specific to Chicago Public Schools (CPS), which has joined the partnership aimed at moving to a single statewide solution that provides these free services to high schools, students and families.

Latest School DAAR Report Available
Sent on August 3, 2009 and August 18, 2009

The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone.

The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.

Accessing School DAAR Reports at My Zone

My Zone is a portal available in the FAA Zone at collegezone.com that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
