Welcome to the May 2009 ISAC Update for financial aid administrators and business officers. This version of the electronic ISAC Update is a compilation of e-Messages sent through College Zone’s e-Messaging service throughout May. This e-Messaging service has replaced ISAC’s use of printed newsletters, the ILASFAA ListServ, and special e-mail lists as our primary means of communicating information to you.
The articles in this Update have been organized according to the FAA Zone subscription groups to which the messages were distributed via College Zone’s e-Messaging service.

MULTIPLE SUBSCRIPTION GROUPS
New State Legislative Update Posted (May 28, 2009) Sent to Financial Aid Directors and Financial Aid Administrators on May 29, 2009 A new State Legislative Update has been posted for your reference at collegezone.com. This Update contains the status of bills which pertain to ISAC-administered programs and higher education in general, as of 10 a.m. (CT) on May 28, 2009.
There is not yet any news available regarding how much funding will be allocated for the fiscal year 2010 (FY10) student financial assistance programs that are administered by ISAC. Legislators and the Governor have yet to come to agreement on a FY10 budget plan, and the General Assembly is scheduled to adjourn on Sunday, May 31st. The FY10 budget year begins on July 1, 2009, and determines funding levels for the 2009-10 academic year.
Included in the Update is information regarding how to contact legislators, for those financial aid professionals who may choose to encourage General Assembly members to make student financial aid a priority as they allocate FY10 state resources.

2008-09 Processing (Includes Close-out Information)
Special Information Regarding 2008-09 MAP Payment Processing
Please note the following regarding 2008-09 MAP payment processing, which may be different than in past years:
- June 1, 2009 is the last date positive payment requests (initial and adjustment increases) will be considered "timely."
- All positive payment requests (initial and adjustment increases) received after June 1, 2009 will be treated as late claims and will be paid only if funding is available.
- Cancellations and reductions will continue to be processed.
- MAP payment data will continue to be analyzed through early June 2009. Subsequently, payment will be made on "timely" held payment requests as funding allows.
May 25th: 2008-09 IVG Spring Term Payment Claims Due
2008-09 Illinois Veteran Grant (IVG) Program spring term payment claims are due on or before May 25, 2009. Although ISAC will not reimburse schools for spring term awards or late claims, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.
June 1st: 2008-09 MAP and IIA Program Payment Claims Due
2008-09 Monetary Award Program (MAP) and Silas Purnell Illinois Incentive for Access (IIA) Program payment claims (for third quarter, and for second semester at institutions where the second semester begins after February 15th) are due on or before June 1, 2009.
June 5th: Last Date 2008-09 ISIR Data Will Be Accepted
June 5, 2009 will be the last day 2008-09 Institutional Student Information Record (ISIR) data will be accepted for MAP and the IIA Program. Any 2008-09 ISIR data received at ISAC on or after June 6th will not be loaded to MAPnet or ISAC's mainframe system, and no application receipt acknowledgement letters will be provided to applicants from ISAC after this date.
June 15th: 2008-09 STS Second Semester/Third Quarter Payment Claims Due
2008-09 Student to Student (STS) Program of Matching Grants second semester/third quarter payment claims are due on or before June 15, 2009. Payment of second semester/second or third quarter claims will occur after this date, once we have determined what proration factor, if any, will be necessary for STS Program awards for these terms. If proration is necessary, then no late claims will be paid.
July 1st: Final Close-out Date for 2008-09 ISAC Gift Assistance Programs
With the exception of MAP (see "Special Information Regarding 2008-09 MAP Payment Processing" section above) and the Robert C. Byrd Honors Scholarship Program (which had a payment request deadline of May 15th), all submissions of 2008-09 payment requests (including initial claims and supplemental claims) for ISAC-administered gift assistance programs must be received on or before July 1, 2009 (click on the following links to access payment information for each program):
* Note that, for the IIA Program, July 1st is the last date to submit adjustments that will increase an award. Cancellations and adjustments to previously-paid awards that decrease an award (i.e., result in refunds) will continue to be accepted and processed via MAPnet through (including) July 24th.
Continue to visit the Program News sections for individual gift assistance programs, and watch for future e-Messages, for status updates and operational details (including both the 2008-09 and 2009-10 academic years).
July 24th: Last Date to Submit 2008-09 MAP and IIA Changes
The deadline to submit 2008-09 cancellations, refunds, or reductions via MAPnet for MAP and the IIA Program is 7 p.m. on July 24, 2009.
July 31st: 2008-09 MAPnet Application Available for Historical View Only
The MAPnet application for 2008-09 becomes available for only historical view on July 31, 2009.
Reconciliation Reminders
You are encouraged to finalize reconciliation activities on your campus, and report all cancellations as soon as possible, by following the cancellation guidance provided in the Processes section of the FAA Zone. Payments must be reconciled on a student-by-student basis. Due to the offset process for MAP, the IIA Program and the IVG Program, funds should be returned to ISAC only after a final reconciliation has been completed to close-out the regular school year. Promptly returning any amounts due to ISAC after a final reconciliation will assist in the decision making process regarding the release of MAP and IIA late claims. Appropriation balances (which are impacted by the return of program funds) continue to be monitored as decisions concerning releasing payment of MAP and/or IIA late claims are being considered.
Letters detailing the outstanding amount each institution must refund to ISAC for MAP and IIA for the 2008-09 academic year will be mailed to financial aid directors in late spring or early summer.
2009-10 Processing
June 1st: 2009-10 Budget Packets Due
On or before June 1, 2009, all participating Illinois schools must submit either a 2009-10 Gift Assistance Budget Packet [to report budget data for the MAP, IVG and Illinois National Guard (ING) Grant programs] or a 2009-10 Monetary Award Program Budget Packet (to report budget data for MAP only). The budget packets, along with accompanying instructions and documentation, may be accessed online via the Budget Reporting - MAP, IVG & ING area within the Processes section of the FAA Zone.
July 15th: 2009-10 Robert C. Byrd Honors Scholarship Eligibility Certification Forms Due
Byrd Scholars must return the Eligibility Certification document to ISAC on or before July 15, 2009, so that their colleges will be able to request payment on their behalf for the fall term. Further details are provided at the Award Determination and Notification for the Byrd Scholarship page.
August 1st: 2009-10 BIG Program Application Anticipated to be Available
The 2009-10 College Savings Bond Bonus Incentive Grant (BIG) Program application is anticipated to be available at collegezone.com on August 1, 2009. Application processing details will be provided for applicants as they become available via the "Processing Updates" section of the Student Zone's BIG Program page.
Upcoming Commission Meeting
The next regularly scheduled meeting of the Illinois Student Assistance Commission will take place on Friday, June 26, 2009, at the University of Illinois at Chicago.
A listing of tentative agenda items will be available prior to the meeting via the ISAC's Governing Board: The Commission section of the e-Library. TRAINING OPPORTUNITIES
Late May/Early June: Post-9/11 GI Bill and IVG Training
The U.S. Department of Veterans Affairs, the Illinois Department of Veterans' Affairs, and the Illinois Student Assistance Commission (ISAC) will be offering training sessions in late May and early June on the new Post-9/11 GI Bill and its relationship to other educational benefit programs such as the Montgomery GI Bill, the Illinois Veteran Grant (IVG) Program, the Illinois National Guard (ING) Grant Program and the Monetary Award Program (MAP). Specific details, including dates and locations, are provided in a May 21st e-Message.
HOLIDAY SCHEDULES
May 25th: Memorial Day Holiday July 3rd: Independence Day Holiday
In observance of the Memorial Day and Independence Day holidays, ISAC offices will be closed on Monday, May 25, 2009, and on Friday, July 3, 2009, respectively. Our offices will reopen on the first business day following each holiday.
Loan records received at ISAC on the holidays, as well as disbursement records received at the National Disbursement Network (NDN), will be processed the following business day. This means that, for holidays that fall on a Monday, CommonLine or Common Account Maintenance (CAM) files will be processed on the following Tuesday, with results available on Wednesday (or the next available day for any schools opting to receive NDN files on specific days of the week). For holidays falling on a Friday, CommonLine or CAM files will be processed on the following Monday, with results available on Tuesday (or the next available day for any schools opting to receive NDN files on specific days of the week). Note that ELM Resources will continue to process and transmit files on the holidays.
Although ISAC's offices will be closed on those days, MAPnet will be available during regularly scheduled hours and will reflect records processed by the Central Processing System (CPS) through the last business day immediately preceding each respective holiday. MAP payment requests submitted from 7 p.m. (CT) the preceding business day through 7 p.m. (CT) the first business day following each holiday will be processed the evening of that first business day, and payment results will be available via MAPnet the next morning. For example: with the Independence Day holiday, payment requests submitted from 7 p.m. (CT) on Thursday, July 2nd through 7 p.m. on Monday, July 6th will be processed on Monday night, and payment results will be available via MAPnet the morning of Tuesday, July 7th.

Remember that you can access collegezone.com anytime, or send an e-mail message to ISAC's School Services Department. With the exception of holidays (such as those indicated above), ISAC staff will review and respond to messages during regular business hours (Monday through Friday, 8:30 a.m. - 5 p.m. CT).

For your reference, a document titled The Effect of the Post-9/11 GI Bill on the Illinois Veteran Grant has been posted to the IVG Eligibility Requirements page in the Gift Assistance section of College Zone. This document provides a description of the new program and how it can be coordinated with MAP, Pell and IVG. It also provides an analysis of how the Post-9/11 GI Bill may affect the demand for IVG. As things continue to change and evolve with the Post-9/11 GI Bill program, additional information will be posted to College Zone.

2009-10 Budget Packets Due June 1st Sent to Financial Aid Directors, Financial Aid Administrators, and Public Schools - Participating in the ING Grant and IVG Programs on May 20, 2009
This is a reminder that, on or before June 1, 2009, all participating Illinois schools must submit either a 2009-10 Gift Assistance Budget Packet [to report budget data for the Monetary Award Program (MAP), Illinois Veteran Grant (IVG) and Illinois National Guard (ING) Grant programs] or a 2009-10 Monetary Award Program Budget Packet (to report budget data for MAP only). Additional Post-9/11 GI Bill Training Session to be Held June 16 at Black Hawk College Sent to Financial Aid Directors, Financial Aid Administrators, Public Schools - Participating in the ING Grant and IVG Programs, MAPnet Users, Business Officers and FFELP Participants on May 18, 2009 Another date and location has been added to the list of training sessions being offered on the new Post-9/11 GI Bill by the U.S. Department of Veterans Affairs, the Illinois Department of Veterans' Affairs and the Illinois Student Assistance Commission (ISAC). The additional session will be held Tuesday, June 16 at Black Hawk College in Moline from 9 a.m. to 12 p.m. in Building 4, Lecture Room 1 and 2.

New State Legislative Update Posted (May 14, 2009) Sent to Financial Aid Directors and Financial Aid Administrators on May 14, 2009 A new State Legislative Update has been posted for your reference at collegezone.com. This Update, dated May 14, 2009, contains the most recent status of bills which pertain to ISAC-administered programs and higher education in general.
While the governor's proposed budget contains an increase (nearly $21 million) for the Monetary Award Program (MAP) and a proportionally smaller increase for the Dependents Grant Programs, at this point no further action has been taken on the budget, typically one of the final items addressed during the legislative session.
Noteworthy changes which have occurred, however, since the last Update, include the passage of two bills (SB 81 and SB 77) which would, respectively, tax withdrawals from prepaid tuition programs if the benefits are not used for educational purposes, and create a tax incentive for employers who match their employees' contributions to the State's college savings and prepaid tuition programs.

Suspension of 2009-10 MAP Award Announcements Sent to Financial Aid Directors, Financial Aid Administrators, MAPnet Users, and Business Officers on May 12, 2009 Suspension of MAP Award Announcements Effective May 15, 2009
The Illinois Student Assistance Commission (ISAC) is suspending the announcement of 2009-10 Monetary Award Program (MAP) grants for all students whose initial 2009-10 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after May 15, 2009. The decision to suspend award announcements at this time is based on an appropriation level that is the same as the 2008-09 academic year. As indicated in a May 1, 2009 State Legislative Update, the governor's proposed FY2010 budget includes a nearly $21 million increase in MAP appropriations. If this increased funding level is included in the final FY2010 budget (or if future application volume and claim rates support such action), then ISAC will reevaluate the situation and determine if a portion of the suspended announcements can be released.
The "Suspension of MAP Award Announcements" page, located within the MAP section of the ISAC Gift Assistance Programs area at collegezone.com, has been updated to reflect the suspension of 2009-10 MAP award announcements.
Student Award Announcements
Colleges will need to suspend announcements of MAP awards to students whose initial FAFSA receipt date is on or after May 15, 2009.
ISAC will be notifying all affected applicants whose initial FAFSA reflects an expected family contribution (EFC) of 8999 or below that their awards have been placed in suspension status. A sample copy of this notification will soon be available at the 2009-10 Acknowledgement Letters page, located within the MAP section of College Zone's ISAC Gift Assistance Programs area.
Identifying Records in Suspension Status
Beginning on Tuesday, May 19, 2009, MAP records in suspension status will be indicated by an Eligibility Code of "S" ("Suspended -- indicates student is temporarily suspended from processing due to insufficient funding. Not eligible for payment for any terms") on MAPnet and in the Eligibility Status File (ESF).
Reminder of IIA Program Records in Suspension Status
The announcement of awards for the 2009-10 Silas Purnell Illinois Incentive for Access (IIA) Program has been suspended for all students whose initial 2008-09 FAFSA is received by the CPS on or after April 18, 2009.

Special Commission Meeting Scheduled for May 7th Sent to Financial Aid Directors and Financial Aid Administrators on May 5, 2009
A special meeting of the Illinois Student Assistance Commission, conducted through video conference, will be held on Thursday, May 7th at 1 p.m.
The agenda for the meeting includes the following items, on which action is being requested:
- Series 2009 Bonds: Student Loan Financing*
- Federal Trade Commission "Red Flag Rules" Identify Theft Prevention and Address Discrepancy Program Plan
*The Commission will be considering the approval of the issuance of a new series of bonds, the proceeds of which will be used to purchase loans from the U. S. Department of Education that ISAC has worked with borrowers to rehabilitate. The transaction will allow the restoration of credit for approximately 5,000 Illinois student loan borrowers through the federal rehabilitation loan program, and allow ISAC access to an important federal revenue stream.

New State Legislative Update Posted (May 1, 2009) Sent to Financial Aid Directors and Financial Aid Administrators on May 4, 2009 A new State Legislative Update has been posted for your reference at collegezone.com. This Update, dated May 1, 2009, contains the most recent status of bills which pertain to ISAC-administered programs and higher education in general.
Highlights of this Update include information about the governor's proposed budget, which would actually increase funding for higher education, including a separate $7.2 million to reimburse community colleges in the event full tuition and fees expenses are not covered by the Illinois Veteran Grant. There are also measures that, if passed, would benefit military families (HB 4209 and HB 4039) and provide new assistance programs (HB 574, HB 364, HB 382, HB 1143, HB 2686, and HB 168) for Illinois students. As a reminder, none of this legislation is yet final, and the status can change on a regular basis.

2009-10 MAP Suspension Status Available in MAPnet Sent on May 19, 2009 Suspension of MAP Award Announcements Effective May 15, 2009
As was previously announced, ISAC has suspended the announcement of 2009-10 Monetary Award Program (MAP) grants for all students whose initial 2009-10 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after May 15, 2009. Beginning Tuesday, May 19th, MAP records in suspension status are available on MAPnet and are indicated as such in the Eligibility Status File (ESF).

The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone.
The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.
Accessing School DAAR Reports at My Zone
My Zone is a portal available in the FAA Zone at collegezone.com that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
