According to a March 17, 2009 USA Today article, the 2007-08 academic year saw an 8% increase in new undergraduate enrollment for computer-science and engineering majors at North American colleges. Based on data from the Computing Research Association, this is the first time enrollment for these majors has increased since 2002. The article suggests that, as more students graduate with computer-science degrees, the technology industry may have less reason to outsource low-level programming jobs to other countries.
