A June 16, 2008 USA Today article reports that, across the country, states are in the process of determining how they might address proposed new rules announced by the U.S. Department of Education in April. If adopted, the rules would require that all incoming high school freshmen be assigned a unique identification number, allowing their progress toward graduation to be tracked. The ultimate goal would be accurate and consistent data regarding four-year high school graduation rates in each state. Experts hope that the new system would help states to better assist minority students who, according to the article, have an average graduation rate of approximately fifty percent. Some states are using federal grant money to begin developing new student tracking systems.
