According to a May 16, 2008 U.S. News & World Report article, the U.S. Department of Education (ED) is seeking to have all states calculate graduation rates in the same manner by the 2012-13 academic year. ED's proposal utilizes a formula developed by the National Governors Association, and only considers students to be graduates if they earn a regular high school diploma in four years. Currently, each state sets it's own method of determining graduation rates, which makes it difficult to compare progress.
