According to a May 6, 2008 USA Today article, a recent survey conducted by the non-partisan group Education Sector indicates that approximately 50% of teachers believe it is too difficult for administrators to remove ineffective educators who have attained tenured status. The survey also revealed that only one-fourth of teachers find the evaluation process to be "useful and effective." Teacher support for unions has increased since the survey was last conducted in 2003.
