According to a report by the Center on Education, reading and math test scores have improved in the five years since the No Child Left Behind (NCLB) Act was enacted. The most progress, based on data available in 41 states, was seen in elementary school math tests, while reading test scores also showed a closing of the gap between black and white students at both the elementary and secondary levels. Narrowing the gap between minorities and white students is one of NCLB's goals.
Although the report does not give specific credit for the improvements to NCLB, Education Secretary Margaret Spellings believes the study shows that NCLB is working.
