2009-10
The fiscal year 2010 (FY2010) budget that was passed in July 2009 provided a funding level for the Monetary Award Program (MAP) that would cover tuition and mandatory fee expenses for only the first half of the 2009-10 academic year. Subsequently, legislation passed by the General Assembly and signed into law by the governor in October 2009 appropriates an additional $205 million to ISAC to restore MAP funding for the remainder of the academic year for those eligible applicants whose initial 2009-10 Free Application for Federal Student Aid (FAFSA) was received by the federal processor on or before May 14, 2009.
Additional 2009-10 MAP Funding
In September, a reduction in the 2009-10 MAP funding necessitated that modifications be made to the MAPnet system to allow for the "front loading" of awards. Public Act 96-792 was signed into law in October, 2009, restoring funding for the Monetary Award Program (MAP) for the remainder of the 2009-10 academic year. The additional funding will allow full-year awards for MAP-eligible students whose initial 2009-10 FAFSA was received by the federal processor on or before May 14, 2009.
In order to prepare for system changes that will allow for the reinstatement of full second- and third-term MAP payment, the ability to request payment for these two terms via the 2009-10 MAPnet system and File Transfer Protocol (FTP) is being temporarily disabled. Payment requests for first term will continue to be accepted and are not impacted by this temporary change.
Effective November 5, 2009, and continuing until further notice:
- MAPnet users will be unable to access second- and third-term fields for both MAP and the Silas Purnell Illinois Incentive for Access (IIA) Program.
- FTP users requesting second- or third-term payment will receive a payment results error.
- The error will appear on the Payment Requests E-mail as "Currently Terms 2 and/or 3 are not being processed."
Once all necessary system updates have been completed, the ability to request second- and third-term payment via MAPnet and FTP will be restored.
Payment
The 2009-10 payment processing cycle is available via MAPnet and File Transfer Protocol requests for the MAP and IIA Program. Normal daily processing of payment requests with payment results is available to colleges as usual. All 2009-10 Institutional Student Information Record (ISIR) data received from the Central Processing System (CPS) between September 1st and September 29th (inclusive) is reflected in MAPnet. Schools may now begin sending payment requests for both programs.

MAP Limited Shutdown
Based on limited funding, current projections for the 2009-10 Monetary Award Program (MAP) dictate that corrections for student awards will be allowed only if they would decrease the calculated award amount. This means that if an Institutional Student Information Record (ISIR) that would result in an increase to a student's MAP award has a Central Processing System (CPS) process date on or after September 1, 2009, then the highest award amount based on transactions prior to September 1st will be the maximum award amount for that student.
A "Z" code will appear in the MAPnet "Shutdown" field for impacted records. ISIRs with a CPS process date on or after September 1st that result in a decrease to the MAP award will not be impacted by shutdown.
