Welcome to the January - March 2009 electronic ISAC Communiqué, which is a quarterly compilation of e-Messages sent through College Zone’s e-Messaging service throughout January, February and March. This e-Messaging service has replaced both printed newsletters and special e-mail lists as ISAC’s primary means of communicating information to you.

Money Smart Week Chicago 2009 will occur April 18th – 25th in the greater Chicago metropolitan area. The Illinois Student Assistance Commission (ISAC) is partnering with The Federal Reserve Bank of Chicago for the fifth consecutive year to promote financial literacy through this week-long event, which is designed to help consumers learn to better manage their personal finances. This year, ISAC will be presenting in conjunction with the Chicago Public Library system, and also offering sessions in central Illinois.
In this current economic climate, it is crucial for students and parents to be aware of the full cost of college, as well as know what resources are available to help. Information regarding topics such as payment responsibilities, how to complete the Free Application for Federal Student Aid (FAFSA), the difference between grants and loans, and available scholarship and loan alternatives are vital to pursuing a college degree. During Money Smart Week, ISAC staff will be presenting sessions regarding these important topics. Pick the session from the following list that best fits your family's schedule, and plan to attend:

Join ISAC for Free Lecture with Author of The Anatomy of Buzz Sent to Principals/Superintendents/Administrators, High School Counselors/Teachers, College Admission Counselors, Illinois Electronic Transcript Exchange High School Participants, Illinois Electronic Transcript Exchange College Participants, Community Organizations, IllinoisMentor Counselors and Public Libraries on March 23, 2009.
The Illinois Student Assistance Commission (ISAC) is pleased to invite our friends and partners in education, social policy, and community economic development to a free lecture with Emanuel Rosen, author of the national best-seller The Anatomy of Buzz. The event, co-hosted with the College of Urban Planning and Public Affairs at the University of Illinois at Chicago and the Illinois College Access Network, will be held on April 6th from 10:30 a.m. - 12 p.m. at the University of Illinois at Chicago. Many of you will recognize The Anatomy of Buzz from ISAC presentations and our professional development series. In our nationally recognized "Guide to Outreach" a number of successful outreach strategies utilizing the principles from Rosen's book are highlighted. This event is a must attend for anyone involved in college access marketing, community outreach, policy implementation, or any endeavor in which traditional forms of marketing and promotion are impractical or financially out-of-reach. If you have ever wondered how to get better turnout at your public events, how to reach your target audience, how to launch a new program, how to differentiate your programs and services, or simply how to make more effective use of a limited marketing budget, you are sure to leave this session with more than a few very practical ideas.
Emanuel Rosen is the author of the national best-seller The Anatomy of Buzz (Doubleday, 2000) and The Anatomy of Buzz Revisited (Doubleday, 2009). Prior to writing these books, he was VP of Marketing at Niles Software where he was responsible for launching and marketing the company's flagship product EndNote, which spread to a large extent by word of mouth. It was during this time that Rosen became interested in buzz and especially in how it can be accelerated. He started his career as a copywriter in Israel. For his work in advertising he won the Bronze Lion from the Cannes International Advertising Festival, as well as several national awards including two gold medals. He holds an MBA from the University of San Francisco and lives in Menlo Park, California. The Anatomy of Buzz "has managed to generate quite a bit of buzz itself," as BusinessWeek Online noted. The book hit The Wall Street Journal's business best-seller list and is now available in twelve languages.

Upcoming Commission Meetings
The next regularly scheduled meetings of the Illinois Student Assistance Commission will take place as follows:

- Friday, June 26, 2009, at University of Illinois at Chicago

April: Details Will Be Provided for New HSSP Cycle - Sign up for the Electronic Process Today!
During the month of April, ISAC will announce pertinent dates for the new processing cycle of the State Scholar, Merit Recognition Scholarship (MRS), and Robert C. Byrd Honors Scholarship programs [collectively referred to as the High School Scholarship Programs (HSSP)]. ISAC will soon begin accepting sixth semester data* from high schools, which is used in determining eligibility for students who will be college freshmen during the 2010-11 academic year. Visit the High School Scholarship Programs (HSSP) section of the ISAC Gift Assistance Programs area for future updates.
If you've not already done so, now is the perfect time to sign up for the HSSP Electronic Delivery System, which utilizes the Illinois Electronic Transcript Exchange Program system to transmit data. Participation is easy and adds only a few additional steps to the current process for sending electronic transcripts to colleges. Feedback from high schools that participated in last year's HSSP Electronic Delivery System pilot program has been overwhelmingly positive, and confirms the fact that the electronic process is much easier and more convenient than working with paper rosters. The goal is for all Illinois high schools to transmit student scholar data electronically within the next two years, but why wait to benefit from this innovative and time-saving program? Contact School Services to sign up today, either by phone (at 866.247.2172) or via e-mail (at schoolservices@isac.org).
Reminder: High schools utilizing the HSSP Electronic Delivery System must update their school profiles each year. Instructions for updating the school profile are provided in the HSSP Electronic Delivery System Quick Reference Guide, which can be accessed via the IllinoisMentor & Illinois Electronic Transcript Exchange Resources section of the e-Library's Job Aids & Reference Materials area at collegezone.com.
* As a reminder, sixth semester data is to be reported for only those students in the top 50% of the class. This means that, if a school ranks, rankings should be provided for the top 50% of students. If a school does not rank, unweighted grade point averages (GPAs) should be provided for the top 50% of students. In addition, all schools (both ranking and non-ranking) should provide unweighted GPAs for any student who is not in the top 50% of the class but has an Illinois Standard Test Score (ISTS) of 31 or greater (this data is used in the determination of Robert C. Byrd Honors Scholarship awards).
By May 1st: 2009-10 Robert C. Byrd Honors Scholars Will Be Announced
Be sure to regularly visit the Robert C. Byrd Honors Scholarship Program section of the ISAC Gift Assistance Programs area for updates regarding the announcement of 2009-10 new and renewal awards.

You're Invited to FAFSA Made Easier ... Sent to Principals/Superintendents/Administrators, High School Counselors/Teachers, College Admission Counselors, Community Organizations and Public Libraries on February 18, 2009.
If you have not yet had an opportunity to attend a FAFSA Made Easier session for counselors, plan to join us on Friday, February 27th at our Deerfield office.
During this interactive workshop we will focus on the intricacies of the 2009-10 Free Application for Federal Student Aid (FAFSA), issues of student eligibility, and how to avoid common mistakes. Developed as an intensive line-by-line review of the FAFSA, special emphasis is placed on review of changes to elements on the FAFSA, dependency questions, and eligible non-citizens.

Dear Colleague Letter from ISAC Executive Director Sent to High School Counselors/Teachers and College Admission Counselors on February 17, 2009.
Dear Colleague:
As a result of a continuing business re-engineering process, the Illinois Student Assistance Commission (ISAC) is currently undergoing a workforce reduction. This reduction, the result of a comprehensive review of agency processes and procedures, will impact 17 staff members. Additionally, 15 vacant positions are being eliminated and will not be filled. The reduction is expected to be complete by March 1st.
With two previous workforce reductions, the sale of approximately $3 billion in out-of-state student loans, and the paying down of $3.3 billion in debt, ISAC has streamlined our operations with an eye toward functioning more efficiently and effectively for the future. To that end, we remain focused on our goal of making college affordable and accessible for Illinois students and families. And we will continue our commitment to partners in higher education by providing our usual high level of day-to-day customer service.

Summary of January 30th Commission Meeting Sent to High School Counselors/Teachers and College Admission Counselors on February 2, 2009.
The following is a summary of action taken at Friday's meeting of the Illinois Student Assistance Commission (ISAC). Details regarding several of the topics discussed at the meeting are provided in the January 30th Agenda Book, which can be accessed from the ISAC's Governing Board: The Commission page within the e-Library at collegezone.com.
Proposed Rules Amendments - Agenda Item 11
Rules amendments are being proposed for the 2009-10 academic year to five existing Parts, including Part 2760 (State Scholar Program). The full text of the proposed rules amendments and notices will be made available via the e-Library's ISAC Administrative Rules section, following publication in the Illinois Register (anticipated for Friday, February 6, 2009). The anticipated effective date of these proposed rules amendments is July 2009.
Next Meeting
The next regularly scheduled Commission meeting is set for Friday, April 3, 2009 at Harper College in Palatine.

ISAC Launches Interactive Application for Illinois National Guard (ING) Grant Program Sent to High School Counselors/Teachers, College Admission Counselors, and Community Organizations on January 21, 2009.
ISAC is pleased to announce that the application for the Illinois National Guard (ING) Grant Program is now interactive, and available online within the Student Zone at collegezone.com!
Although paper ING Grant applications submitted for the 2008-09 academic year will continue to be processed, students are strongly encouraged to instead use the online application because of its many benefits.
- Program information at the applicant's fingertips - by applying online, the applicant will have easy access to program details in College Zone that will help them complete the application accurately (e.g., participating school lists, eligibility requirements, etc.).
- Online edits prevent errors - when the applicant indicates they are ready to submit the application, automatic edits are performed to make sure all required fields have been completed with valid responses - if errors are identified, the applicant is prompted to correct them before the application can be submitted.
- Faster delivery time - the application is accessed by the applicant, completed, submitted, and received at ISAC - all on the same day (rather than being downloaded, printed, manually completed by the applicant and then sent via the mail).
- Immediate confirmation that application has been received - once an electronic application has been successfully submitted, a Portable Document Format (PDF) version of the completed application will display on-screen, and may be printed or saved as an electronic file for the applicant's records. This PDF document will also be sent to the applicant if an e-mail address is provided on the application.
To prevent time-consuming delays in processing, applicants should not submit duplicate applications (i.e., if a paper application has already been submitted for the 2008-09 academic year, the applicant should not complete and submit an interactive application).
Beginning with the 2009-10 academic year, the interactive application will completely replace the downloadable paper version. Watch the ING Grant Program News area for information regarding availability of the 2009-10 interactive ING Grant application (anticipated for May, 2009).
Students who are unable to apply online should be instructed to contact a College Zone Counselor.
Information Available for Students at College Zone
The Student Zone provides applicants with direct access to details about the ING Grant Program. Applicants will have access to information regarding the application process, including instructions for specific application fields, once they access the ING Grant application area and launch the application.
March 1st Priority Application Consideration Date for Spring Term
The spring (or spring and summer) term priority application consideration date for the 2008-09 ING Grant Program is March 1, 2009. For summer-term consideration only, applications must be received on or before June 15th.

2009-10 FAFSA Available, and Upcoming Important Dates

The Illinois Student Assistance Commission (ISAC) would like to make you aware of the following information, which may be of interest to you and/or your college-bound students and their families.
College Awareness & Preparation (CAP) Resources Available for 2009-10 FAFSA Cycle
The 2009-10 Free Application for Federal Student Aid (FAFSA) cycle, including FAFSA on the Web and Corrections on the Web, opened on January 1, 2009. The Central Processing System (CPS) began processing 2009-10 FAFSA data on Friday, January 2nd. Details regarding the 2009-10 application cycle are provided within the Applying for Financial Aid section of the e-Library.
Check out the College Awareness & Preparation (CAP) page at collegezone.com for information regarding resources that are available to help your college-bound students complete the financial aid process. Several events, including FAFSA completion seminars, will take place across the State of Illinois from now through March. Encourage families to attend the event that best fits their schedule.
CAP is a comprehensive effort of the Illinois Association of Student Financial Aid Administrators (ILASFAA), Inc., the Illinois Association for College Admission Counseling (IACAC) and ISAC. Formerly known as Financial Aid Admission/Awareness Month (FAAM), CAP strives to fulfill its mission through a series of workshops, seminars and statewide support with partners from all sectors of education in the State of Illinois.

State Scholar Program Appeals, and Availability of Mailing Labels
January 30, 2009 is the deadline by which student appeals regarding the 2009-10 State Scholar Program must be received at ISAC. After January 30th, forms will be available to order a set of mailing labels of State Scholar Finalists. Remember that a listing of all 2009-10 State Scholars - displayed alphabetically by high school, within each school's county - is available within the 8th-12th Grades area of the Student Zone at collegezone.com. This online listing replaces both the Announcement Rosters for State Scholar Finalists that were mailed to high schools, and the printed listings that were available for order, in previous years.
Holiday Schedules
January 19th: Martin Luther King, Jr. Day
Due to the Martin Luther King, Jr. Day holiday, ISAC offices will be closed on Monday, January 19th and will reopen on Tuesday, January 20th.
February 16th: Presidents' Day
Due to the Presidents' Day holiday, ISAC offices will be closed on Monday, February 16th and will reopen on Tuesday, February 17th.

Electronic newsletters are available at the beginning of each quarter (January, April, July, and October), and are the compilation of information announced via an e-Message to any of the Counselor Zone subscription groups during the previous quarter.
